Goulet for the vacation of the southwesterly fifteen feet of Otto Avenue abutting the northeasterly property lines of Lots 13 and 14, Block 18, West End. Hearing - May 25, 1972 The petition seeks the vacation of that part of Otto Avenue shown shaded red on the attached plan for the sole purpose of constructing another single stall garage adjacent to the existing garage sometime in the future. The staff of the St. Paul Planning Board has reviewed this matter and notes that vacating this 15 feet of Otto Avenue would virtually commit the City to not opening it in the future since 45 feet is insufficient for developed right-of-way. They note that there is a very steep slope between Lexington Avenue and Edgcumbe Road and it may not be feasible to develop the site for vehicular traffic but it may be well to retain enough width for a pedestrian access. Northern States Power Company reports that they have a 12" gas main located on Otto Avenue and at the west end of the area to be vacated, it is located at 11 feet north of the south line of Otto Avenue. They request that their interests be protected. The Department of Public Works reports that Otto Avenue is a 60 foot wide dedicated unimproved public street and the portion proposed to be vacated is 15 feet wide by 190 feet long (2,850 square feet) shown shaded red on the attached plan. There are other owners of lots along Otto Avenue between Lexington Parkway South and Montcalm Place. The development of these lots could require use of Otto Avenue. Therefore, the staff of the Department of Public Works recommends that the proposed vacation of a portion of Otto Avenue be denied or an alternative proposal would be to vacate all of Otto Avenue between Montcalm Place and Lexington Parkway South. In view of the foregoing, I recommend that the vacation be denied. Should the City Council wish to grant the vacation, the following terms and conditions are applicable. J Commissioner Rosalie L. Goulet for the vacation of the southwesterly fifteen feet of Otto Avenue abutting the northeasterly property lines of Lots 13 and 14, Block 18, West End. • Hearing - May 25, 1972 The petition seeks the vacation of that part of Otto Avenue shown shaded red on the attached plan for the sole purpose of constructing another single stall garage adjacent to the existing garage sometime in the future. The staff of the St. Paul Planning Board has reviewed this matter and notes that vacating this 15 feet of Otto Avenue would virtually commit the City to not opening it in the future since 45 feet is insufficient for developed right-of-way. They note that there is a very steep slope between Lexington Avenue and Edgcumbe load and it may not be feasible to develop the site for vehicular traffic but it may be well to retain enough width for a pedestrian access. Korthern States Power Company reports that they have a 12" gas main located on Otto Avenue and at the west and of the area to be vacated, it is located at 11 feet north of the south line of Otto Avenue. They request that their interests be protected . The Department of Palic Works reports that Otto Avenue is a 60 foot wide • dedicated unimproved public street and the portion proposed to be vacated is 15 feet wide by 190 feet long (2,850 square feet) shown shaded red on the attached plan. There are other owners of lots along Otto Avenue between Lexington Parkway South and Montcalm Place. The development of these lots could require use of Otto Avenue. Therefore, the staff of the Department of Public Works recommends that the proposed vacation of a portion of Otto Avenue be denied or an alternative proposal would be to vacate all of Otto Avenue between Montcalm Place and Lexington Parkway South.
