The reasons for this request are:
1. Garages and driveways lead to street.
2. Some use it for dumping rubbish and this is an
eye sore.

City Hall in the City of St. Paul, at 10:00 a.m. on
June 28, 1967, on the petition of Arthur H. Pond and
others for the vacation of the alley in the block
bounded by Birmingham Street on the west, Winchell St.
on the east, Arlington Avenue on the north, and south

SUBJECT: Petition of Arthur H. Pond, and others, for the vacation of
the alley in the block bounded by Birmingham Street, Win-
chell Street, Arlington Avenue, and the south line of
Scherers Subdivision No. 1
Hearing - June 28, 1967
The portion of the alley petitioned to be vacated is a dedicated alley
and is zoned "A" residential, being a strip 20 feet wide by 376 feet.
The alley is unimproved with the majority of the land being sodded or
improved with shrubbery, lawn, and plantings, and terminates in a dead
end.
There were no objections to the proposed vacation from any of the pub-
lic offices involved, nor from any of the private utility companies.
I, therefore, recommend that the petition be granted, subject to the
following terms and conditions:
1. That the description of the alley to be vacated be as
follows: All of the alley in Block 1, Nilsson's Sub-
division of Lots 19 and 20, Block 6, and Lot 1, Block
2, Rogers and Hendrick's Acre Lots No. 2, and also all
of the alley in Block 6, Scherer's Subdivision No. 1
of Lot 3, Block 2, Lots 5 and 6, Block 4, and Lot 18,
Block 6, Rogers and Hendricks Addition'of Acre Lots No.
2, to St. Paul, Minnesota.
2. That the vacation be subject to all of the terms and con-
ditions of Section 228 of the Legislative Code, as amended,
regulating the procedure and prescribing conditions for
the vacation of public grounds, streets, alleys, and
highways in the City of St. Paul.
3. That the petitioner pay to the City of St. Paul the sum
of $1,500 as compensation for the vacation and provide
