SUBJECT: Petition of A. J. Ryan Landscape Supply Company for the
vacation of a portion of Hyacinth Avenue west of the Soo
Line Railroad right-of-way and east of the east line of
the Water Department right-of-way.
Hearing - May 3, 1967
The petition seeks to vacate a portion of Hyacinth Street measuring
33 feet in width by approximately 665 feet in length and is shown
shaded in red on the attached plan. The Department of Public Works
reports that the street was platted to the narrow width of 33 feet,
is unimproved, has no sewer facilities, and they would recommend that
the street vacation be granted.
The St. Paul Water Department has no objection to the vacation but
recommends that the vacation of Hyacinth be extended to include the
full length of the street between the above subject limits. This
proposal would include a section of street measuring 33 feet by ap-
proximately 50 feet which would accrue to the Water Department. I
concur with this recommendation as it would eliminate an isolated
section of street. The description as revised below includes this
portion of street that will accrue to the St. Paul Water Department.
There were no objections from any of the other public or private
agencies concerned. I would, therefore, recommend that the vacation
be granted, subject to the following terms and conditions:
1. That the description of the portion of the street to
be vacated be described as: that part of Hyacinth
Avenue lying west of the west line of the Minnesota
State Highway Department right-of-way for Interstate
35E and east of the east line of the Soo Line Railroad
right-of-way.
2. That the vacation be subject to all the terms and con-
ditions of Section 228 of the Legislative Code, as
amended, regulating the procedure and prescribing con-
ditions for the vacation of public grounds, streets,
alleys and highways in the City of St. Paul.

Avenue between the Soo Line Railroad Co. and West Line of

WHEREAS : The A. J. Ryan Landscape Supply
Company are the sole owners of
all abutting property to this
parcel of land.
WHEREAS : This parcel is inaccessable because
of the railroad on the Vest , and,
the Freeway, on the East.
WHEREAS : Enclosed a statement-of-ownership
for all abutting property certified
by the St. Paul Abstract and Title
Company showing A. J. Ryan Landscape
Supply Company as `.sole owners.
WHEREAS : Enclosed a statement with supporting
papers for purposes of valuation by
the Bureau of Valuation.
