Richard M. Kohner and Stacey E. Kohner do hereby petition the
Council of the City of St. Paul to vacate the public land
described below:
A strip 6 feet wide located 14 feet W. of and parallel
with W. line of Lot 26, Block 1, Ridgewood Park Addition.
The property was intended to be used as a public walkway
between Lombard Avenue and St. Clair Street, but has not been
used for several years and the retaining wall to the east is in
disrepair making use of the walk hazardous. Petitioners intend
to relandscape the area as additional side yard. The portion of
the walkway north of the subject property is impassable.

Vacation of walkway west of Lot 26, Block 1 , Ridgewood Addition
The Department of Public Works has completed a review of the above referenced
vacation proposal. This walkway was originally dedicated by the plat of Ridgewood
Park as a 25 foot public right-of-way both north and south of the alley. Our maps show
the westerly 5 feet and the easterly 14 feet of this right-of-way as vacated, both north
and south of the alley, although I was unable to find the vacation documents. That
would leave a 6 foot walkway north and south of the alley.
When I went out to the site, I found the following:
There was a very weathered sign in the alley warning cars to slow to 10 m.p.h.
because of a walkway. The sign was a couple of houses to the west of the walkway at
a location where there was a steep grade difference between the alley and the
property to the south. There was no obvious walkway ahead. What appeared to be
the walkway area to the north of the alley, was an asphalt driveway signed as a private
driveway. The walkway area south of the alley looked like side yard for the petitioner.
Within this area it appears the petitioner recently installed a new retaining wall and a
new sidewalk that wrapped around their house and into this walk area.
Therefore, the department has the following comments and/or questions:
1. It is not apparent that the walkway is used. If the walkway is used, the District
Council should schedule a meeting for local neighborhood review, notifying all those
on the south side of Lombard. District Council approval is required.
2. What's the status of the 6 foot walkway north of the alley? Has this been vacated? I
could find no record of any such vacation.
3. It should be confirmed that if vacated this strip of land would indeed go to the
petitioner.
From a maintenance and liability perspective we would recommend approval of the
vacation. The Department of Public Works has no objection to the vacation proposal if
the neighborhood has no objection.
