That the petitioners, their successors and assigns shall pay$500.00 as an administrative fee for 14 this vacation which is due and payable within 60 days of the effective date of this resolution. 15 16 2. The petitioner shall be responsible for the site grading and reconstruction of Wells Street from 30 the east line of Greenbrier Street to approximately 285 feet westerly, to the satisfaction of the G0 31 Department of Public Works and Housing and Redevelopment Authority of the City of Saint 32 Paul under an ordinance permit issued by Street Engineering. 33 , 34 6. The petitioner shall, at its expense, grade Wells Street from the east line of Greenbrier Street to 35 the west line of Walsh Street, once it is vacated, according to a plan that is reviewed and 36 approved by the Housing and Redevelopment Authority of the City Saint Paul. The petitioner shall be responsible for the construction, maintenance and ongoing liability of the 3 driveway entrance in Wells Street west of Arcade Street, which includes but is not limited to, 4 pavement, curb, gutter, sanitary and storm sewer, retaining walls, and signs, all to the satisfaction 5 of the Department of Public Works under an ordinance permit issued by Street Engineering. 6 7 8. The petitioner shall be responsible for the reconstruction of the intersections of York&Weide, 8 York&Walsh,Arcade &Wells, Greenbrier&Wells, and the ends of the vacated alleys where 9 they meet the existing public streets, to remove all appearances of public right-of-way, to the 10 satisfaction of the Department of Public Works, including, but not limited to, new curbing , 11 drainage structures, sidewalk, boulevard, and signs. 12 13 9. The petitioner shall provide acceptable access to the properties on Wells Street between Payne 14 Avenue and Walsh Street until said properties have been acquired and residents relocated. 15 16 10. ATTACHMENT `B' REASON FOR VACATION I (We) request this vacation for the following reason(s): The streets and alleys are requested to be vacated by the Saint Paul Public School— District 625 to accommodate a new Achievement Plus Elementary School with playground to the north and affiliated YMCA to the east. T e Achievement Plus School requires remodeling of and addition to the existing 740 York Johnson High School. The Saint Paul Public School District 625 is in the process of purchasing the properties as outlined on the attached sheet required for the remodeling and addition of the Achievement Plus School. The new proposed site plan requires the vacation of the alleys and streets as described in the petition. 1. The neighborhood has requested that York Avenue be vacated between Walsh Street on the West and Weide on the Est to allow for direct access from the school onto the playground to the north. 2. Weide Street is to be vacated for the YMCA Building Addition. The building addition and parking lot extends across Weide Street. 3. The neighborhood has als requested that the YMCA entrance be access only from Arcade to eliminate traffic flowing hrough the neighborhood. This requires the vacation of Lower and Upper Wells from Greenb ier Street to Arcade Street. Lower Wells Street would provide access only to Greenbrier Street with accommodations for access to the remaining houses. 4. Walsh Street currently ends at 740 York Johnson High School parking lot.
