This project appears to be a 1996 implementation. The Project has received a $500,000 grant of "ICETEA"
dollars, however, with the stipulation of a 25% match of City $. The Project request is working its way through
the CIB committee for approval. Project will require neighborhood meetings, and a F.O. hearing in order to
proceed. Mrs. Sager, one of the owners of bluff property, is in financial difficulties and wants to be bought out
now. She has sent a letter to the Mayor requesting the City acquire her property now. Reply in Mayor's office
for signature. CIB recommends giving money to this project. Getting familiar with project, reviewing file.
Public Hearings set for 4/24/96. 3/8/96 Working on maps. Project approved May 1, 1996 with amendments.
Met with appraiser Mike B. 5/29 he will look at Sager's and Strom's property first. 8/23/96 Offers are out on
1st 2 Strom thinks it's a insult and Sager has attorney gave both the requirements or obtaining an appraisal.

17-1995 - Selby at Short Line
In November of last year, the owner of an abutting property inquired about purchasing a parcel consisting
of Lot 6 and part of Lot 7, Block 8, Boulevard Addition, which the City had taken for construction of
Short Line Road. As prescribed by the Legislative Code, the Real Estate Division sent an inquiry to
Public Works, which administers that parcel, to determine if this was surplus to its needs. Upon receiving
confirmation that Public Works had no further use for the property, the Real Estate Division then sent
inquiries to other City entities, also as prescribed by the Legislative Code. A resolution to declare the
property surplus must be accompanied by documentation that no other City entity has a need for it. The
following is a brief chronology of our efforts to compile that documentation.
► 11/29: Sent out inquiries to departments, Port Authority, ISD 625 and Snelling/Hamline
Community Council.
► 12/13: Ed Bower, C.O. of the Community Council, called to express interest in the property for a
tot lot. Will not know for sure until council meeting next week.
► 12/20: Ed Bower from Snelling Hamline Community Council says, because of the traffic, they are
no longer interested in the property as a tot lot; however, they are considering other possible uses.
► 3/17: Called Mike Kramer, the PED contact. He knew nothing of this project. Sent him second
copy of the inquiry. He will check it out and discuss it with Ed Bower.
► 5/29: Sent request for update to Mike Kramer by E-mail.
► 7/3: Mike Kramer says I should be talking to Cindi Carlson in PED Project Services about this. I
have been playing telephone tag with her since yesterday morning.
► 7/22: Sent E-mail to Cindy Carlson.
► 8/7: Ed Bower believes that Habitat for Humanity may have a proposal. He will check one final
time.
► 8/12: Ed Bower has no use for the property.
► 8/19: E-mail to Cindy Carlson to inform her that unless she can find a use for the property, we
will recommend it be declared surplus.
► 8/28: Preparing Resolution to put the property up for bids. E-Mail to Cindy Carlson requesting
written statement.
As of this date, nearly ten months after our initial inquiry, we still do not have an answer from
PED. Would you please determine whether Planning and Economic Development has any
interest in this property, and send me written verification--E-mail, interoffice mail or fax, of
your determination.
