IQ X W i 0 WW a0 x rr at PETITION TO VACATE CITY INTEREST We, the undersigned, constituting a majority of the owners of the abutting properties, do hereby petition the Council of the City of St. Paul to vacate its interests in the properties legally described as follows: 1. That portion of Bush Avenue between Mendota Street and Forest Street (Between Blocks 1 and 2 of E.M.MacKubins Addition) 2. That portion of Mendota Street between Bush Avenue and Reaney Avenue (Between Block 2,Hills Addition and Block 2,E.M.MacKubins Addition) 3. The intersection of Bush Avenue and Mendota Street We request this vacation for the following reasons: The above streets are surrounded by the 3M St.Paul East Side campus. 3M has had a program of continuous improvement of the facilities at this site as it has grown and evolved. 3M's ability to further update and improve the facilities and address operational issues in this area is severely constrained by the presence of the public streets. The older style of site plan design, lack of building setbacks, and constrained truck traffic maneuvering area all contribute to operational, safety, and building improvement problems. Vacation of these streets would allow 3M to address the following issues: 1. Truck maneuvering 2. Passenger vehicle traffic flow and safety 3. Pedestrian safety 4. ADA improvements to Buildings 20 and 14 5. Improved visitor access to Buildings 2,20,21 and 24 6. Improved access to and management of visitor parking 7. Ability to create more of a"campus"feeling for the 3M St.Paul East Side site and allow greater flexibility in landscape design It is our intention(and indeed necessary)to retain a flow of traffic through these streets. These streets now function essentially as private roads that serve the 3M St. Paul East Side site;it is our observation that almost all of the traffic on these streets is going to or coming from 3M. Vacation of the streets would allow expansion of certain areas, shifting of some functions, and possibly reducing those areas that are larger than needed. These improvements will be part of a continuous program as priorities dictate. We do not, however, have plans to build new structures within the existing right-of-way-vacation of the right-of-way would primarily allow enhanced utility, improved functionality, and greater safety of the existing facilities. Copies of the application and plat map showing this triangular area are attached for reference. Linda Dickhut, with the St. Paul Public Works Department, has determined that this triangle would no longer be needed by the City when the requested portion of Mendota Street is vacated. We therefore ask that 3M's application dated May 30, 1997 be amended to include this triangle to the area previously requested for vacation. I believe that the documentation submitted with the original application, including the property owner list and plot plan, covers this triangular parcel as well. I recommend a public hearing before the City Council be held on September 10, 1997 The purpose of this vacation is to clear a cloud on the title caused by building encroachment. This property is located in City Council District 5, Planning District 6 The subject petition is in proper form and has been signed by the requisite number of property owners. cc: Fran Swanson (297hear) PETITION TO VACATE CITY INTEREST We, the undersigned, constituting a majority of the owners of the abutting properties, do hereby petition the Council of the City of St. Paul to vacate its interests in the properties legally described as follows: 1. That portion of Bush Avenue between Mendota Street and Forest Street (Between Blocks 1 and42 of E.M.MacKubins Addition) 2. That portion of Mendota Street between Bush Avenue and Reaney Avenue (Between Block 2,Hills Addition and Block 2,E.M.MacKubins Addition) 3. The intersection of Bush Avenue and Mendota Street We request this vacation for the following reasons: The above streets are surrounded by the 3M St. Paul East Side campus. 3M has had a program of continuous improvement of the facilities at this site as it has grown and evolved. 3M's ability to further update and improve the facilities and address operational issues in this area is severely constrained by the presence of the public streets. The older style of site plan design, lack of building setbacks, and constrained truck traffic maneuvering area all contribute tb operational, safety, and building improvement problems. Vacation of these streets would allow 3M to address the following issues: 1. Truck maneuvering 2. Passenger vehicle traffic flow and safety 3. Pedestrian safety 4. ADA improvements to Buildings 20 and 14 5. Improved visitor access to Buildings 2, 20, 21 and 24 6. Improved access to and management of visitor parking 7. Ability to create more of a"campus"feeling for the 3M St. Paul East Side site and allow greater flexibility in landscape design It is our intention (and indeed necessary) to retain a flow of traffic through these streets. These streets now function essentially as private roads that serve the 3M St. Paul East Side site; it is our observation that almost all of the traffic on these streets is going to or coming from 3M. We have attached six copies of the site plans of any development intended for construction on the lands to be vacated.
