1 WHEREAS, Mississippi River Boulevazd is part of the Ciry's 37 mil city-wide sysiem
2 of parkways and trails, and
3 VJHEREAS, Mississippi River Boulevazd and its adjacent tri s aze utilized for a variety
4 of transportation and recreational purposes, including; vehiculaz ic, waiking, bicycling,
5 jogging/running, in-line skating, and exercising animals, and

WHEREAS, the current configuration of
street vehicular traffic in both directions and an c

� River Boulevard allows for on-
combined trail for non-vehicular uses,
9 WHEREAS, the concentration of non-ve culaz uses on a single combined trail has
10 resulted in situations that trail users have c terized as congested and hazardous, many of
11 which are related to conflicts between bicyc use and other trail uses, and
12 WHEREAS, the Saint Paul Paz and Reereation Commission and the Saint Paul Bicycle
13 Advisory Board have reviewed this � sue and recommended that an on-street bicycle lane be
14 striped along Mississippi River B levard for the purpose of improving safety for its various
15 user groups, and
16 WHEREAS, this r ommendation is consistent with Policy 13 of the Parks and
17 Recreation chapter of City's comprehensive plan which reads "Continue to enhance the City's
18 parkway system thro h... d. Provision of separate pafhs for pedestrians and bicyctists; e.
19 Provision of on-str et bike lanes';
2 o NOW�HEREFORE, BE IT RESOLVED, that the City Council directs the department
21 of Public W rks to stripe an on-street bicycle lane along Mississippi River Boulevazd.

The current co�figuration of Mississippi River Boulevard and it adjacent trails, which are utilized for a variety of
recreational and transportation uses, results in situations characterized by users as congested and hazardous. Many of
these situations are related to contlicts between bicycles and other users of the off-road combined trail.
