Reconstruction (replacement of old sidewalk) - 57.65 per £ro foot for a five (5)
foot wide walk and $9.18 per front foot for a six (6) foot ide
walk. All other widths will be prorated accordingly. Ne construction
(where no walk existed) - 1000 of the actual cost estima ed to be
approximately $3.42 per square foot.
Al1 corner residential properties will receive a cr it up to the first 150
feet of new or reconstructed sidewalk along and ab ting the "long side" of
the property.
MULTI-RESIDENTIAL (More than three family stru ures), NON RESIDENTIAL RATES
For new and reconstructed sidewalk; 1000 of a ual cost estimated to be
approximately $4.62 per square foot.

The Council of the City of Saint P ul has conducte pu7� ic hearing upon the
above improvement, due notice thereof aving been given as prescribed by the City
Charter; and
WHEREAS, The Council has he rd all persons, objections and recommendations
pertaining to said proposed imp ovement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Coun il of the City of Saint Paul does hereby order that the
above-described improvemen e made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, hat upon the completion of said improvement, the proper City
officers shall calcul te all expenses incurred therein and shall report the same to
the City Council in ccordance with Chapter 14 of the City Charter.

The problem "defective sidewalk" was created because of tree roots, deleterious subgrade materiai, aiternating free/thaw cycles,
service life limils, chemical additives, extreme temperature variations, etc. These problems occur on a citywide level and must be
addressed and corrected on an annual basis. left uncorrected, the sidewalk condition would worsen to a state where it would be
rendered unusable and subjed to increased pedestrian injuries from fails and possible litigations.
ADVANTAGESIFAPPROVED:
The community will benefit fwm this project because it will provide safe detect free sidewa cs for its many citizens. The sidewalk
contracts are executed by private contractors, so it tollows that private sector jobs are created s a re U��SP�sr�����1tQt

DISADVANTAGES IF APPFOVED:
Historically, the sidewalk reconstructions have created negative feedback in the area of construction procedure and assessment.
Simply stated, property owners detest assessments, and despite the fact up to one-half the assessment is City subsidized, it still
remains controversial.
DISADVANTAGES IF NOT APPROVED:
This option would aliow the infrastruc[ure of sidewalk stock to deteriorate, which in turn, will generate more personal in}ury suits,
ultimately resulting in the expenditure of larger dollar amounts in eventual repairs and/or replacement, as well as claim payouts.

the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, �
that the estimated cost thereo£ is *SEE ABOVE for estimated construction rates,
financed by assessments and 1998 Public Improvement Aid.

That a public hearing be had on said improvement on the 12th dav of Auaust. 1998
5:30 o'clock P.M., in the Council Chambers of the City Flall and Court Aouse
Building in the City of Saint Paul,
That notice o£ said public hearing be qiven to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
