ADMINISTRATIVE ORDER, That the premises at 159-161 North St. Albans,
having sustained extensive damage due to vandalism and lack of
proper maintenance, and the Division of Housing and Building Code
Enforcement having advised the mayor that the premises presents a
serious danger to the health and safety of the citizens in the area;
that the heating, electrical and plumbing systems are broken up and
missing, the interior walls, floors and stairways are deteriorated
and missing, and the kitchen and bathroom cabinets and fixtures have
been broken and removed; and, further, the Division of Housing and
Building Code Enforcement having advised the Mayor that the premises
is beyond repair, now, therefore, the Mayor of the City of Saint Paul,
pursuant to the powers vested in him bylaw and charter, hereby
declares a state of emergency with regard to the premises known as
159-161 North St. Albans, and in order to protect the lives and
safety of neighboring residents, particularly children, hereby
ORDERS, the proper City officials to immediately proceed with the
razing and destruction of the structure identified above and to
assess the costs thereof against the land pursuant to statute and,
be it
FURTHER ORDERED, that the proper City officials in the Division of
Housing and Building Code Enforcement are further directed to con-
tact the record owner, Midway National Bank, and the contract for
deed purchaser, Mr. David Harper, to advise them of the foregoing
action and serve a copy of this Order upon them.
