ADMINISTRATIVE ORDER, That the premises at 721 Hague Avenue,
having sustained severe fire damage, and being in an extremely
dilapidated condition due to age and improper maintenance, and
the Division of Housing and Building Code enforcement having
advised the Mayor that the building presents a serious danger
to the health and safety of the citizens in the area and, further,
that the building is beyond repair, now, therefore, the Mayor of
the City of Saint Paul, pursuant to the powers vested in him by
law and charter, hereby declares a state of emergency with regard
to the premises known as 721 Hague and in order to protect the
lives and safety of neighboring residents, particularly children,
hereby
ORDERS the proper City officials to immediately proceed with the
razing and destruction of the structures identified above and to
assess the costs thereof against the land pursuant to statute and,
be it
FURTHER ORDERED that the proper City officials in the Division of
Housing and Building Code Enforcement are further directed to
contact the record owner§ and parties of interest, Gary C. Clifford
and Louis E. Jeska and the Highland Park State Bank, to advise them
of the foregoing action and serve a copy of this Order upon them
