ADMINISTRATIVE ORDER, That the premises at 178-180 Goodrich, having
sustained a fire in the last week, and the Division of Housing and
Building Code Enforcement having advised the Mayor that the premises
is open to vandals, that the roof and cornices are rotten and falling,
the siding has been torn off in many places, the rear chimney is near
collapse and dangerous, the basement walls are broken and falling,
the rear overhang *a near collapse, and the retaining walls on each
side of the rear of the lot are falling; and, further, the Division
of Housing and Building Code Enforcement having advised the Mayor
that the building presents a serious danger to the health and safety
of the citizens in the area and is beyond repair now, therefore, the
Mayor of the City of Saint Paul, pursuant to the powers vested in
him by law and charter, hereby declares a state of emergency with
regard to the premises known as 178-180 Goodrich, and in order to
protect the lives and safety of neighboring residents, particularly
children, hereby
ORDERS the proper City officials to immediately proceed with the
razing and destruction of the structures identified above and to
assess the costs thereof against the land pursuant to statute and,
be it
FURTHER ORDERED, that the proper City officials in the Division of
Housing and Building Come Enforcement are further directed to contact
the owners and parties of interest, Jack E. Jones, Carol F. Jones,
State of Minnesota, Federal National Mortgage Association and the
St. Paul Board of Water Commissioners, to advise them of the foregoing
action and serve copies of this Order upon them
