ADMINISTRATIVE ORDER, That the premises at 838 Ashland Avenue,
having sustained severe fire damage within the last week, and
the Division of Housing and Building Code Enforcement having
advised the Mayor that the premises is unboarded and open to
vandals, that all the windows in the building are broken, the
doors are broken open, the front porch and steps are rotten and
sagging, the joists and roof are badly burned, the chimney is
cracked and in danger of falling, and that the building presents
a serious danger to the health and safety of the citizens in the
area and, further, the Division of Housing and Building Code
Enforcement having advised the Mayor that the premises is beyond
repair, now, therefore, the Mayor of the City of Saint Paul,
pursuant to the powers vested in him by law and charter, hereby
declares a state of emergency with regard to the premises known
as 838 Ashland Avenue, and in order to protect the lives and safety
of neighboring residents, particularly children, hereby
ORDERS the proper City officials to immediately proceed with the
razing and destruction of the structures identified above and to
assess the costs thereof against the land pursuant to statute and,
be it
• FURTHER ORDERED, that the proper City officials in the Division of
Housing and Building Code Enforcement are further directed to
contact the record owner, Roman Brandes, to advise him of the
foregoing action and serve a copy of this Order upon him.
