ADMINISTRATIVE ORDER

ADMINISTRATIVE ORDER, That the premises at 175 Charles in the
City of Saint Paul, being in an extremely dilapidated condition,
and there being evidence of heavy vandalism including broken
windows, removed exterior siding, holes in the exterior rear
wall and broken porches, and the Division of Housing and Building
Code Enforcement having advised the Mayor that the premises is
open and vacant and presents a serious danger to the health and
safety of the citizens of the area and, further, the Division of
Housing and Building Code Enforcement having advised the Mayor
that the premises is beyond repair, now, therefore, the Mayor of
the City of Saint Paul, pursuant to the powers vested in him by
law and charter, hereby declares a state of emergency with regard
to the premises known as 175 Charles, and in order to .protect the
lives and safety of neighboring residents, particularly children,
hereby
ORDERS the proper City officials to immediately proceed with the
razing and destruction of the structure identified above and to
assess the costs thereof against the land pursuant to statute and,
be it
. FURTHER ORDERED, that the proper City officials in the Division
of Housing and Building Code Enforcement are further directed to
contact the record owners of this property, Joseph Rheinberger,
Orville Ratley, and Twin City Federal Savings and Loan Association,
to advise them of the foregoing action and serve a copy of this
Order upon them.
