1 WHEREAS, the Saint Paul Police Department is seeking authority to pay for the related travel
2 expenses which include air fare, lodging, meals, etc. for one non-city employee from the Altamonte
3 Springs Police Department, Florida to present training on the subject of safe police motorcycle
4 operation as it relates to enforcement of traffic laws using the departments motorcycles, and
5
6 WHEREAS, this training will be conducted for local law enforcement in the White Bear Lake area from
7 April 16, 2001 to Apri127, 2001 to assist a local instructor with teaching Saint Paul Officers and officers
8 from other Minnesota police departments in a basic motorcycle operators training course, and
9
10 WHEREAS, the training is specifically designed to assist local motorcycle officers in warking to enforce
ll traffic laws in a safe and confident manner and that techniques used to operate a motorcycle in heavy
12 traffic can change and improve over time makes this type of training a necessary component in the safe
13 operarion of motorcycles for law enforcement officers, and
14
15 WHEREAS, the public purpose of this training is to train local law enforcement officers in motorcycle
16 operation and,

mission of the Saint Paul Police Professional Development Insfitute's Basic Motorcycle Operators course is to 4ain new motorcycle
_ ers from Saint Paui and other area depaxhnents in the safe and confident operauon of a police motorcycle in the performance of uaffic
and law enforcement duues on a specially designed police motorcycle. Motorcycle officers are exposed to many types of situations that
would not be experienced by civilian motorcycle operators. Tlus training is very irnense and Northwestern Traffic Institute officers are
exposed to many types of situarions tt�at would not be e�pexienced by civilian motarcycle operators. This training is very intense and
Northwestern Traffic Institute recommends that the raflo of Certified Inshuctars be 6 to I. The studern enrolJment is currenfly over that
ratio and is expected to reach 12 studenu at the beginning of the uaining. Tlus training will greafly aid in the safety of new police
� motoicycle officeis.
ADVANTAGESIFAPPROVED
Approval of the order will allow the Saint Paul Police Depazhnent to pay travel �penses fox a certified inshuctoi to assist the local
certified instructor in training of up to 12 students in the class. The two instructors will be able to exchange uaining techniques and
update each other on the basic course. Also the use of rivo instructors will greatly improve the informafion each student will receive and
therefore aid them in impioving their understanding of the motorcycle inshuction 5hey will ieceive.

The local inshuctor would have to teach more than the recommended amount of students and divert the amount of time he will have to
work with each student. This would make the course very difficult for each student and could possibly be dehimental to their safe
operation of a police motorcycle.
