ADMINISTRATIVE ORDER, That the premises at 735 Laurel Avenue, having
sustained extensive damage due to a fire, and the Division of Housing
and Building Code Enforcement having advised the Mayor that the
interior trim is rotten and missing, that all the floors are rotten,
the apartment on the third floor is completely burned out, the
chimney is cracked and deteriorated, the basement joists are rotten
and the basement floor is cracked, that the front portion of the
porch is cracked and sagging, all the eaves and cornices are rotten
and partially missing, and that the building is open to vandals and
presents a serious danger to the health and safety of the citizens
of the area, and, further, the Division of Housing and Building Code
Enforcement having advised the Mayor that the premises is beyond
repair, now, therefore, the Mayor of the City of Saint Paul, pursuant
to the powers vested in him by law and charter, hereby declares a
state of emergency with regard to the premises known as 735 Laurel
Avenue and in order to protect the lives and safety of neighboring
residents, particularly children, hereby
ORDERS, the proper City officials to immediately proceed with the
razing and destruction of the structures identified above and to
assess the costs thereof against the land pursuant to statute and,
be it
• FURTHER ORDERED, that the proper City officials in the Division of
Housing and Building Code Enforcement are further directed to contact
the record owners of the above premises and advise them of the fore-
going action and serve a copy of this Order upon them
