ADMINISTRATIVE ORDER, That the premises at 563 Elfelt, having
sustained a fire causing extensive damage to the structures on
said property, and the Building Department having advised the
Mayor that the premises is unboarded, open to vandals and presents
a serious danger to the health and safety of the citizens of the
area and, further, the Building Department having advised the Mayor
that the premises is beyond repair, now, therefore, the Mayor of
the City of Saint Paul, pursuant to the powers vested in him by
law and charter, hereby declares a state of emergency with regard
to the premises known as 563 Elfelt and in order to protect the
lives and safety of neighboring residents, particularly children,
hereby
ORDERS the proper City officials to immediately proceed with the
razing and destruction of the structures identified above and to
assess the costs thereof against the land pursuant to statute and,
be it
FURTHER ORDERED, that the proper City officials in the Building
Department are further directed to contact the record owners,
Milan Nelson, 853 Jesse and Gary Blomker, 893 Forest Avenue, to
isadvise them of the foregoing action and serve a copy of this
Order upon them.
