Piram J1 FROM: John M. Wirka '; SUBJECT: Mapping of Phalen Park In order to proceed further with precise construction drawings on the various segments of the Phalen Park Design Project, it will be necessary to have accurate and up-to-date survey inform- ation which is not presently available. We must obtain this material within the next six (6) weeks to be able to coordinate • our plans with those of the Metropolitan Sewer Board for Fall 1974 construction. Although the Phalen area was photographed last year under the City' s 1973 Aerial Photography contract (Harry S. Johnson Co. ) , the photography was not approved by the City as meeting specif- ications, so the area will have to be re-flown in April or May of 1974. The period of time between the date of the photography and the delivery of the finished topographic drawings would be at least three months. If we must wait for this length of time, we will be unable to meet our schedule for fall construction. However, the aerial photography work for the Metropolitan Sewer Board' s project has already been completed by Mark Hurd Aerial Surveys Inc. , and is exactly the same as that which we need. The flight was made in November 1973 and is of excellent quality. I have obtained a cost estimate of $3850 from John Ross of Mark Hurd, Inc. for the work involved in producing the maps we need. We can obtain delivery of pencil drawings in thirty days and the final product in sixty days, a considerable savings in time. • 545 City Hall, Saint Paul, Minnesota 55102 I • Robert P. Piram March 22, 1974 Page two There will also be a considerable savings of money because the flight photography has already been accomplished at no cost to the City. The estimated cost of $3850 breaks down to $10.96 per acre which is actually less than the City is paying under its present contract. Due to the urgency of our situation and the absolute necessity of coordinating our construction with that of the Sewer Board, I feel it is essential that we retain the services of Mark Hurd Aerial Surveys Inc. to prepare the necessary maps.
