10-815Couneil File # 10-815 Green Sheet # 3116048 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 2� 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 RESOLUTION CITY PAUL, MINNESOTA Presented 0 RESOLIITION OF THE CITY COUNCIL OF THE CITY OF SAINT PAUL, NIINNESOTA AUTHORIZING DISTRIBUTION OF EECBG FiJA'DS TO "ENERGY SMART HOMES" AND "COLD CASH FOR COLD CLiINKERS" PROGRAMS WI3EREAS, the Saint Paul City Council and Mayor Chris Coleman are committed to opportuniries to make Saint Paui one of the most susta3nable ciues in the United States; and WHEREA5, Congress passed and President Barack Obama si�ed the American Recovery and Reinvestment Act (ARRA) of 2Q69 which made $1.8 billion available to city and county govemments in the form of direct formula energy efficiency and conservarion grants, under the Energy Efficiency and Conservation Block Grant (EECBG) Program; and 4VHEREAS, the City of Saint Paul received $2,767,000 in one time funding &om the U.S. Deparhnent of Energy's (DOE) EECBG Program; and WHEREAS, the City of Saint Paul has committed to utilizing EECBG funds far the following initiarives: 1) Saint Paul Energy Smart Homes Program; 2) Saint Paul Port Authority's Trillion BTU Program; 3) Energy Efficiency Lighting and Energy Improvements for Local Government Paciliries; 4) Electric Vehicle Charging Stations; 5) Public Education and Climate Change Challenge Crranfs; and 6) Program Admuustration; and WHEREAS, on June 17, 20Q4, the Saint Pau1 City Council passed a resolution, Q9-646, authorizing submission of the City's EECBG application and approving a spending plan for EECBG funds; and WHEREAS, the spending plan authorized $600,000 to be spent on the "Saint Paul Energy Smart Homes Pro�am" -$SSO,OQO of which was dedicated to providing loans to finance energy efficiency improvements to Saint Paul homes and $SO,Q00 of which was dedicated to funding a pilot project to provide rebates for replacement of inefficient appliances in mulri-family housing; and WHEREAS, the program funding home energy improvements has come to be laiown as the "Energy Smart Homes Program" and the appliance rebate program has come to be known as the "Cold Cash for Cold Clunkers Program;" and WHEREAS, Che Ciry of Saint Paul Department of Planning and Economic Developmant (PED) solicited applicarions for both progzms, received numerous responses from qualified applicants, and has conducted a lottery to detemune the programs' participants; now, therefore, be it RESOLVED, by tbe City Council of the Ciry of Saint Paul that Mayor Chris Coleman, as Chief Execurive Officer of the City of Saint Paul, is hereby authorized and directed to distribute $5>0,000 from the Energy Efficiency and Conservation Block Crrant Pro�am funds to participants in the Energy Smart Homes Program; and, be it further RESOLVED, that Mayor Coleman is hereby authorized and directed to distribute S50,000 from the Energy Efficiency and Conservation Block Grant Program funds to participants in the Cold Cash for Cold Clunkers Program; and, be it finally 10-815 46 RESQLVED, that the Ciry Council does hereby authorize the proper City officials to execuYS contracts, 47 rebate agreements, and loan agreements with participants in the Energy Smart Homes and Cold Cash for Cold 48 Clunkers Programs relative to the aforemenrioned spending plan.
