WIIEREAS, the City of Saint Paul Department of Public Works proposes to compiete intersection
improvements to address safety and traffic flow concems by installing tum lanes at the Phalen Boulevard
and Johnson Parkway Tntersection; and

5 WHEREAS, the estimated construction cost for the project is $625,000 and is eligible to be constructed
6 using MSA funding; and

S WHEREAS, there is excess MSA funding available in the Phalen Boulevard — Phase II project to cover

WHEREAS, the City of Saint Paul is entering into an agreement with the Hmong Village Marketplace
Developer to construct a rip�t turn lane on eastbound Phalen Boulevard at the Johnson Parkway
intersection as part of the above improvements; and
WHEREAS, the Mayor, pursuant to Section 10.071 of the Charter of the City of Saint Paul, does certify
that there are available for appropriation, funds of $625,000.00 in excess of those estimated in the Capital
Improvement Budgets and available for transfer; so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the
Mayor and advice of the Long Range Capital Improvement Budget Committee, that $625,000 is available
for appropriation in the 20Q4 Capital Improvement Budget, as heretofore adopted and amended by this
Council, be hereby further amended in the Improvement Budgets, in the following particulars:

Attached is a resolution from Public Warks which would establish a new capital project
to install turn lanes at the Phalen Boulevard and Johnson Parkway intersection for an
estimated cost of $625,000. If approved, the project would be funded in part from
"eXCess" MSA revenue ($540,000) from the Phalen Boulevasd— Phase II project, and
from the developer of Hmong Village Marketplace ($85,000). The City will enter into an
agreement with the developer to cover project costs that are not eligible for MSA
funding. OK to sign.
