ADMINISTRATIVE ORDER,
WHEREAS, the goal of the Neighborhood Development Division of the Department of Planning
and Economic Development is to promote business and commercial growth in Saint Paul
neighborhoods; and
WHEREAS, to further this goal, the Neighborhood Development Division has sponsored
successful one-day conferences in 1989 and 1990 for independent merchants and community
business leaders on the topic of neighborhood commercial strip revitalization and
proposes to sponsor another one-day conference for the same constituency on February 13,
1991; and
WHEREAS, a budget for the conference is attached, showing the total cost at approximately
$5,728 (including contingency), $3,000 of which will be reimbursed through registration
fees and contributions from the business community, leaving a net cost to PED of
approximately $3,228;
NOW THEREFORE, the Department of Planning and Economic Development is hereby authorized
to hold the conference described above, and to use funds from the PED Operation Fund -
Consulting Services, for this purpose.

Approval of expenditures for a one-day conference sponsored by PED on February 13, 1991. The confirmation letter
from the Sheraton-Midway reserving their facilities is considered a contractural agreement (note highlighted
banquet policy entitled "Agreement"). It should therefore be signed by Daniel Cornejo, Richard Gehrman and the
City Attorney.

PED is planning another one-day Commercial Strip Conference for business associations on February 13, 1991 at
the Sheraton-Midway, to follow up on the two successful conferences in 1989 and 1990. It is the most visible
element to PED's commercial management organization strategy, and a key element in marketing PED's small business
services. It will cost about $5,728, of which $3,000 will come from registrations and business contributions
and be applied to hotel accommodations (food and beverage, since the space is free). The $2,807 for consultants
will be paid from the consultant line item in the NDD budget. The attached administrative order authorizes
expenditures for this purpose, and the attached letter of confirmation from the hotel confirms our reservation.
VANTAGES IF APPROVED:
The 1989 and 1990 conferences grabbed the attention of neighborhood merchants and energized their business
associations, many of which have developed organizationally as a result. The 1991 conference is designed
to broaden the participation in neighborhood business associations by seeking to engage other businesses
on the commercial strip--service professionals, non-profit organizations, real estate agents, and property
owners-- in a dialogue about their roles and responsibilities in the revitalization of the neighborhood
commercial strip.

The momentum given the neighborhood business associations by the last conferences would be lost, the City would
lose its leadership position in the evolution of commercial management organizations, and the partnership PED
