OFFICE OF THE MAYOR Community Development Div. /PED No: ADMINISTRATIVE ORDER Date: '1 • ADMINISTRATIVE ORDER, WHEREAS, a healthy, competitive City, of Saint Paul requires strong neighborhood partnerships among district councils, neighborhood organizations, businesses, schools and government to confront neighborhood issues of poverty, unemployment, housing rehabilitation and human services, and WHEREAS, a healthy, competitive City of Saint Paul requires that problems of demographic change, increased poverty and reduced public resources be addressed not only by government officials but also by neighborhood leaders and residents, and WHEREAS, a healthy, competitive City of Saint Paul requires strengthening neighborhood partnerships to market Saint Paul neighborhoods and City services to a population of young and growing families and residents of all income levels, and WHEREAS, a healthy, competitive City of Saint Paul requires strengthening partnerships with the County and private sector to solve growing problems, and WHEREAS, it is a benefit for the City to provide a forum where City officials, neighborhood leaders, County and School officials and representatives from the private sector can come together to celebrate successes, share ideas and address problems of demographic change, poverty and reduced public resources for the City • and its neighborhoods; therefore, BE IT RESOLVED, that the City of Saint Paul Citizen Participation Coordinators be authorized and directed to arrange periodically for a one-day Neighborhood Forum for residents and officials and that these Forums may include an honorarium to presentors and payment of related expenses as follows: 1. Lecture presentations with speakers; 2. Small group workshop sessions; 3. Problem-solving sessions; 4. Exhibits and entertainment pertinent to neighborhoods; 5. Award presentations; and 6. Appropriate meals for registrants and presentors. Expenses for a Forum are limited to the authorized budget for the year of the Forum and will be paid out of Fund 126, Activity 36011. INITIATING PROBLEM,ISSUE,OPPORTUNITY(Who,What,When,Where,Why): Neighborhood Forums are held every 12-18 months to bring together citizens, city staff, elected officials to share ideas and work for better neighborhoods and thus a better city. These are day-long events that include speakers, workshops, awards, exhibits, entertainment, and a luncheon or banquet. Event is planned by citizen group in conjunction with city staff and is paid for through minimal registration fee and contributions from foundations and corporations. ADVANTAGES IF APPROVED: Provides ongoing opportunity for building better relationships among city elected officials, citizens, city staff, county and school district administ and elected officials, the business community. Enhances the citizen participation M"des within the City of St Paul.
