WHEREAS, the Saint Paul Fire Depazhnent has received a grant of $10,000.00 from the Saint Paul Foundation in support of the
Samt Paul EMS Academy, and
WHEREAS, the Saint Paul EMS Academy provides 40 pariicipants that live in Ramsey County the opportuniry to prepare for
careers in fue and/or EMS service, and
NOW, THEREFORE IT BE RESOLVED, that the City Council accepts this grant and authorizes the City of Saint Paul to enter
mto the attached grant ageement with the Saint Paul Foundarion to provide funding for the Samt Paul EMS Academy, as
provided by the Saint Paul Fire Departrnent; a copy of said agreement is to be kept on file and of record in the Office of
Financial Services.

GRANT RESOLUTION:
A grant of $10,000 is approved to the City of Saint Paul, Department of Fire and Safety
to help finance the budget of the 2010 Emergency Medical Services Summer Academy.

II. REVIEW OF GRAN'I' ACI'IV1TY
The grantee will fumish the Foimdation with written reports according to the following
schedule:
Interim Report(s): None
Final Report(s): January 3I, 2011
INTERIM REPORTS, if any should be completed armually by mulri-year projects and
should follow the enclosed form.
THE FTNAL REPORT to be completed at the end of the grant period should follow the
report nairative gridelines, using the enclosed Inteiim/Final Report Form as a cover sheet.
The final report should be accompanied by a certified fmancial statement, if available, or
the most recent financial statement of yois organization. Reports should be sent to the
Program Officer responsible for the grant.
III. SPECIALPROVISIONS
All grants aze made in accordance with ciurent and appIicable laws and pursuant to the
Intemal Revenue Service Code, as amended, and the regularions issued thereimder.

PUBLIC ANNOiJNCEMENTS: Annoimcements of the grant awazd are to be
made by the grantee timless otherwise indicated by the Foundation. Grantees aze
e�cpected to review the te� of any announcements and plans for publicity with the
FoLmdation Officer responsble for this grant. Please send a copy of any
published accoimts mentionmg the project or the FoLmdation to the Fotmdation
Officer.
2. PAYMENT OF GRANTS: The Foundation reserves the right to terminate or
modify any payments pursuant to this grant, including modification of previously
agreed upon payment schedules should this be deemed appropriate by the
Foimdation.
3. EXPENDI'I'URE OF GRANT FUNDS: The funds provided by this grant may be
spent only in accordance with the provisions of the grantee's funding request and
budget as approved. The program is subject to modification only with the
Fotmdation's prior written approval. Fimds will be disbissed to the grantee upon
receipt of the properly completed Terms of Giant and the salisfactory compliance
with special conditions:
(a) Any special conditions which apply to this grant, as listed, should be
complied with as rapidly as feasible. These conditions may make the
release of fimds coirtingent on special requirements and futwe payments
contingent upon demonstrated perforcvance. In such cases, adequate

evidence of compliance with condirions must be submitted before the
Foundahon will release grant funds. If you have quesrions about the
specia] condirions, contact the Foimdarion Officer responsible for this
grant.
(b) No funds provided by the Foimdation may be used for any pohtical
campaign, or to support attempts to influence ]egislarion of any
governmental body other than through making available the results of
nonpartisan analysis, study and research.
(c) Expenses charged against this grant may not be mcused prior to the date
at which the grant penod begins or subsequent to rts terminarion date,
and may be incurred only as necessary to cany out the purposes and
activities of the approved program.
(d) The gantee organizarion is responsible for the expenditure of funds and
for maintaining adequate supporting records consistent with generally
accepted accounting practices.
(e) Equipment or properry purchased with grant funds shall be the property
of the grantee organization so long as it is not diverted from the putposes
far which the grant was made. If the purpose of the organization or the
use of grant funds is changed, or if the grantee organization should go out
of existence, the equipment or properry reverts to the Foundarion.
4. REVERSION OF GRAN'I' FiJNDS: The grantee will retum any unexpended
funds to the Foundation at the close of the grant period.
Funds also will be promptly retumed:
(a) If the Foundation detemiines that the grantee has not performed in
accordance with the Terms of Grant or met the speci8c grant conditions
of the approved program.
(b) If the grantee loses its exemption from Federal income taxarion as
provided for under Section 501(c)(3) of the Intemal Revenue Code.
COPYRIGHT AND PATENTS: Reports, materials, books, and articles resulting
from ttus grant may be copyrighted by the organ�zation receiving the grant or by
the author, in accordance with the policies of the grantee organization, towazd the
goal of obtaining the widest disseminarion of such reports, materials, books and
articles. The Foundarion reserves the royalty-free I�cense to use such
publications. For projects involving the possibility of patents, the grantee should
request f�sther information from the Foundation.
6. LIIvIIT OF COMIVIITMENT': Unless otherwise stipulated in writing, this grant is
made with the understanding that the Foundation has no obligation to provide
other or additionai support to the gantee.
In accepting the grant, the grantee accepts the terms stated in this agreement.
