ADMINISTRATIVE ORDER, WHEREAS, the Office of Personnel and Labor Relations is
holding retreats for managers, professionals, and administrative support to plan
the workload for the coming year, to review and critique existing personnel
practices, and to support, at the department level the Mayor's concept of
strategic planning.
WHEREAS, to conduct adequate planning it is necessary to be in an atmosphere where
the participants are removed from the constant interruptions and the pressures of
managing the daily workload. Effective strategic planning at this level supports
the Mayoral initiatives and insures-more effective management of resources.
WHEREAS, the retreats consisted of 1 day for professionals, 1 day for administrative
support perosnnel and 3 - 5 days for managers.
THEREFORE, be it ordered that the Office of Personnel and Labor Relations be approved
to pay expenses related to the retreats of an amount not to exceed $3000.00.

The Office of Personnel and Labor Relations wants to improve its management and wants to
tie into and support the Mayor's efforts at strategic planning. As a result, the Office
scheduled several retreats for groups of workers. This included one retreat for
administrative support staff, one for professional staff, and 3 to 5 days for managers.
This process included information from the departments and .offices on their opinion of
the level of support that Personnel is able to provide and areas where we should look
to improve our service.
ADVANTAGES IF APPROVED:
If approved, the Office will be in a position where it can significantly improve its
management and can support the mayoral efforts at strategic planning.
