ADMINISTRATIVE ORDER,
WHEREAS, the goal of the Neighborhood Development Division of the Department
of Planning and Economic Development is to promote business and commercial
growth to Saint Paul neighborhoods; and
WHEREAS, to further this goal, the Neighborhood Development Division sponsored
a successful one-day conference for independent merchants and community busi-
ness leaders on the topic of neighborhood commercial strip revitalization on
January 10, 1989 and proposes to sponsor another one-day conference for the
same constituency on January 30, 1990; and
WHEREAS, a budget for the conference is attached, showing the total cost at
approximately $5,077 (including a 10% contingency), $1,875 of which will be
reimbursed through registration fees, leaving a net cost to PED of approximately
$3,202;
NOW, THEREFORE, the Department of Planning and Economic Development is hereby
authorized to hold the conference described above, and to use funds from the
PED Operation Fund - Neighborhood Development Division Consulting Services for

Approval of expenditures for a one-day conference sponsored by PED on January 30, 1990. The confirmation letter
from the Sheraton-Midway reserving their facilities is considered a contractual agreement (note Highlighted banquet
policy entitled "Agreement"). It should therefore be signed by Ken Johnson, Eugene Schiller, and the City Attorney.

PED is planning another one-day Commercial Strip Conference for business associations on January 30, 1990 at the
Sheraton-Midway, to follow up on the successful one last January. It is the most visible element to PED's
commercial management organization strategy and a key element in marketing PED's small business services. It will
cost about $5,077., of which $1,875 will come from registrations and be applied to hotel accommodations (food and
beverages, since the space is free). The $1,900 for consultants will be paid from the consultant item in the
NDD budget. The attached administrative order authorizes expenditures for this purpose, and the attached letter
of confirmation from the hotel confirms our reservation.
ADVANTAGES IF APPROVED:
The 1989 conference grabbed the attention of neighborhood merchants and energized their business associations,
iany of which have developed organizationally as a result. The 1990 conference is designed to build on that
enthusiasm by offering neighborhood merchants practical tools they can apply in marketing and managing their
commercial strips. It is intended to launch a new series of brochures and other publications designed to
market PED's financing and technical assistance services to the small business community.

DISADVANTAGES IF NOT APPROVED:
The momentum given the neighborhood business associations by the last conference would be lost, the City would
loose its leadership position in the evolution of commercial management organizations, and the campaign to
market PED's services to small businesses would loose the immediacy provided by face-to-face contact between
neighborhood merchants and the PED staff.
