authorized with the consent of the Mayor and the Comptroller,
to issue Purchase Order to GRAND AVENUE MOTORS for One P-700
Ford Motor, 6-cylinder, less heads and pan, at a cost of
$275.00, without advertisement or competitive bids as an
emergency existed where failure to act promptly would work
hardship to the best interest of the City.
