WHEREAS, the Saint Paul City Councii and Mayor Chris Coleman are committed to opportunities to make Samt
Pau] one of the most sustainable cities in the United States; and
WHEREAS, Congress passed and President Barack Obama signed the American Recovery and Reinvestment Act
(ARRA) of 2009 which made $1.8 billion available to city and cotmty govemipents in the form of direcf fonnula
enzrgy efficiency and conservarion grants, under the Energy Efficiency and Conservation Block Grant (EECBG)
Progam; and
WHSREAS, the City of Saint Pau1 did receive $2,767,000 in one hme funding from the U.S. Department of
Energy's (DOE) EECBG Program; and
WHEREAS, on November 4, 2009, the City Council of Saint Paul passed Resolurion, C.F. # 09-1162, accepting
EECBG funds for the following init�atrves: 1) Saint Paul Energy Smart Homes Program; 2) Saint Paul Port
Authority's Trillion BTU &ogram; 3) Energy Efficiency Lighting and Energy Tmprovements for Loaal GovemmenT
Facilities; 4) Electric Vehtcle Charging Stations; 5) Public EducatiQn and Climate Ct�ange Challenge C'scants; 6)
Program Adminishation; and
WHEREAS, the Climate Change Challenge Grant program is designed to provide $50,000.00 in small subgrants to
allow local groups to take concrete action to reduce their carbon footprint; and
W HEREAS, the City of Samt Pau1 issued a Request for Proposals for the Climate Change Challenge Grant under the
heading "Sustainable SaintPauPs Energy Challenge Grant;" and
WHEREAS, a team of qualified City employees has reviewed the received applications and has made
recommendaeions regarding the organizations to which the subgrants should be awarded; now tk�erefore be it
RESOLVED, that the City Councii of the City of Saint Paul hereby authorizes and directs Mayar Chris Coleman, as
Chief Executive Officer of the City of Saint Pau1 to issue subgrants to the following organizations in the follov�ing
amounts:
• Disffict 6 Planning Counci] -$4, I50.00
• East Side veighborhood Development Company -$5,000.00
• Dayton's Bluff Communiry Council - $�,000.00
• District 2 Community Council - �5,000.00
• Hamline-Midway Coalition - 5�
• Payne Phalen Planning Council - 5�,000.00
• Saint Anthony Park Community Council -�,895.00
• Summit-Univezsiry Plannina Council - $5,900.00
• Union Pazk District Council - 5�,000.00
• Wzst Side Citizens drganization - �S,OOQ.00
