WHEREAS, during the past few months the Personnel Committee
of the Saint Paul City Council, at the express request of the
representatives of the employes of both the Fire Department and
the Police Department, has been studying the present salaries
paid to these employes in regard to basic pay of firefighters and
patrolmen and the adjusting percentages that should exist in all
promotional titles, and
WHEREAS, the representatives of the said employes have pre-
sented to and urged upon the Personnel Committee arguments directed
to an increase in the salary rates paid these employes, as well as
a consideration of other methods of computation of the salary rates
to be paid to said employes, and
WHEREAS, the Personnel Committee and said representatives
have worked at length on this problem, in complete harmony, and
with knowledge of the scope of the actual problem, and have studied
the multiple different aspects which have been presented by reason
of the unigtke occupation. of the police and fire employes.,- and
WHEREAS, it now appears that there are certain aspects of such
study which might well be assigned to a separate committee for
findings and report in that, while at all times the relations be-
tween the -Council Committee and the representatives have been
amicable and both sides have given of time and effort in this
study, the parties have been aware that the employer-employe
relationship exists between the City, represented by the Personnel
Committee, and the employes, represented by their representatives,
and that any solution must take into account not only the individual
employes in this category, but their place in the salary scale in
relation to other types of City employment, and
WHEREAS, both the Personnel Committee and the representatives
of the employes, in a sincere cooperative fashion, are sincerely
of mind that a study of this problem made by a separate and unbiased
advisory committee might be of aid and 'help in attempting to solve

RESOLVED, by the Personnel Committee., with the acquiesence
of the representatives of the employes, that it advises the
Council of the City of Saint Paul that it believes it to be in the
best interests of all involved that the Mayor should appoint, with
the approval of the City Council, a committee of five members, with
the direction to said Committee to conduct a study, make findings,
and report to the Council and advise the said body specifically,
among other things, on these questions:
1. Should the employes of the Police and Fire
Department remain to the graded division of the Civil
Service of the City?
2. If the Committee thinks the said employes
should remain in the graded division, are the said
employes properly graded at the present time, and if
not, how should they be regraded and into what
classification? What change, if any, should be made
in the basic pay of firefighters and patrolmen and
adjusting percentages that should exist in all pro-
motional titles?
3. What comparision is there, or can there be,
between the employes involved and those engaged in
like work in other cities of the United States of
250,000 population or greater?
4. What comparison is there, or can there be made,
between the basic rate of pay now paid in Saint Paul
to its firefighters and policemen, with basic rate of pay
paid by governmental subdivisions to their firefighters
and policemen in full time and fully staffed police and
fire departments, in the Twin City Metropolitan area?
5. Zf such comparison, as suggested in the former
question, can properly be made, is it possible that any
working standard arising from such a comparison can be
used for the express purpose of achieving a base and

in the City of Saint Paul might be pertinent to and
usable by the City in paying the fire and police employes?
7. What basis would exist for an installation for
salary payment on a formula related to the payment of a
percent of the mechanical grade formula averaged and
weighted (l.e. with certain selective Job titles used as
a base), a plan now in use in the City of Minneapolis?
BE IT FURTHER RESOLVED, in order that any recommendations made
by the Committee may be properly considered by the City Council,
and be made effective, that this study be made and hearings com-
pleted by the Committee not later than May 31, 1956, and the Com-
mittee report submitted to the Council not later than June 15, 1956,
and
BE IT FURTHER RESOLVED, that pursuant to the provisions of
Section 472 of the City Charter, all meetings shall be public and
evidence taken by the Committee, necessary, relevant and material
to the proper study of the questions herein suggested and presented.

OF THE CITY OF SAINT PAUL
The Committee, consisting of Mr. Joseph Prifrel, Chairman; The Reverend
Norman Andersen; Mrs. Mildred Bard ll; Mr. Clyde A. Pearson and Mr. John B.
Rita; was appointed by resolution of the City Council, said resolution being
known as Council File No. 177144, adopted March 20, 1956. for the purpose of
studying grade and compensation problem of the members of the Police and Fine
Departments of the City of Sault Paul, as set forth in the resolution of the
City Council known as Council File No. 176678, approved February 3i 1936.
The Committee held a meeting for the purpose of organizing on March 26,
1956. All members were present. Chairman Prifrel presided and stated the
basic purpose of the Committee's work. The procedures to be followed by the
Committee were discussed, and it was decided that the proponents of salary
adjustments should be called before the Committee to testify.
The next meting of the Committee was held on April 13• 1956• A11
members of the Commitfte�wem present. The following persons appeased and
testified and presented a. written brief "outlining; their contentions:

The conclusions irw the brief indicated desire on the part of the policemen
and firemen to be removed from the classified branch of Civil Service, and is
be tied in with an average of the salaries for certain skilled building
tradesmen.

The Committee net again on April 17, 1956, with all Co i.ttee members
present. At this meeting the same individuals who appeared before the
Committee at `the meeting on April 13th were again present. In addition. Mr.
Herbert Lyon, Chief Civil Service Examiner, also appeared and testified.
Information which the Crittee had requested earlier was distributed by
Mr. Thomas J. Ryan, Assistant Corporation Counsel, Secretary to the CamdUbe.
Mr. Lyon's testimony was in opposition to the adoption of the formula which
had been .suggested by the representatives of the policemen and firemen at the
meeting on April 13, 1956.
On April 20, 19.56, the Comitt6e sit with all mepbers present, except Mr.
John S. Rihm, who was excused*' The same persons were again present who
had testified at the meeting on April 17, 1956. The Committee, at this meeting,
asked questions of the representatives of the policemen's and firemen's unions
and of the'Chief Civil Service Examiner.
On May 14, 1956, the Committee met with all members present except the
Reverend Mr. Anderson, who was exceed. At this meeting no one appeared to
testify. The Comi tt+ee.members discussed the various problems involved and
the questions; posed in tas Council's resolution creating the C ttee., It
was decided at this meeting that a separate salary classification wauld`
justified for policemen and firemen.
On May a. 1956. the Committee net with rzl present. At this
meeting a letter frame Mr. Harold Wifall., the Chairman of the Uniformed Ranking,
Officets Association of the Saint Paul. Police Department was read. The`

between the uniformed police officers and the Detective Lieutenants. The
Secretaryof'the Committee was instructed to notify anyone desiring to be
heard to be present at the next meeting. After a discussion of the contentions
of interested parties, the Chairman requested that each member of the
Comittee, write his or her individual answer*s to the questions contained
in the resolution creating the Committee, and have theta ready for the rest
meeting.
The next meeting was held on May 31, 1956, with all Committee members
present. In addition, the following individuals appeared to testify: Mr.
Peter Kroner President of St. Paul Polio Union Local 985: Mr. Wallace
Carlson, Treasurer of St. Paul Police union Local 985; Mr. Phillip Lei,er,
Secretary of St. Paul Police Union Local LEI 985; Lieutenants Wallace. Wifall
and Michaels, and Sergeant Pavlik, who represented the Uniformed Ranking
OffiPers- Association of the Saint Paul Police Department. They presented
the case for. individual classifications within the Police Department.
on June ll, 1955, the Committee met for a luncheon Ming. At this
meeting there was a general discussion of the pros and cons of the various
methods which might be adopted to establish a fair and equitable formula for the
increasing or decreasing of policemen's and firemen's salaries. Also at
this meeting, the Secretary was instructed to request the Council to extend
the time for the report of the Cotton ttee beyond June lath. On June l9th,
the Council passed a resolution extending the time for the Comniitee's
Report to June 30, 1956•
On Thursday, June 28, 1956. the Canni.ttee met with all members present,
with the exception of Mr. John B. Rihm, who was hospitalized at the time.

On July l9, 1956, the Comittee act, with all members present, except
Mr. John B. Ribm, who was in, and the, Reverend Mr. Anderson, who was
excused. At this meeting, the Corranittee deliberated -further and arrived
at the fangs and conclusions set forth hereinafter.
