was authorized to issue and sell the negotiable bonds of the City of Saint Paul
of the par value of Thirtr-eight Million, Nine Hundred Fifty--six Thousand Dollars
($38,956,000.00), of which not to exceed the following amounts were to be issued
for the following purposes:
(1) For the purpose of acquiring school sites and grounds and constructing
and equipping new school,buildings and additions to existing school buildings,
Eight Million, Five Hundred Thousand Dollars ($8,500,000.00).
(2) For the purpose of reconstruction,, repairR betterment, remodeling

WHEREAS, heretofore the aggregate of Eleven Million, Seven Hundred Thousand
Dollars ($11,700,000.00) par value of such authorized bonds have been issued and
sold by the City of Saint Paul for the purpose of its acquisition of funds
necessary to its accomplishment ofj$he first, second, and third parts of several
of the improvement purposeslfor which such bonds as aforesaid were authorized

For the purposes set out in subdivision (1) above, the sum of Three Million
Six Hundred Five Thousand Dollars ($3,605,000.00);

purposes set forth in subdivisions (1) and (2) above, in the aggregate par

entitled "School Improvement Bonds, Series No. l," School I/10provement Bonds,

three forms for the purposes set forth in subdivisions (3), (40, (5), (6), (7),
(8), (9), (10), (U), (12), and (13) in the aggregate par value sum of Seven
Million Dollars ($72000,000.00) and entitled "General Improvement Bonds, Series
No. 1," 'General Improvement Bonds, Series No. 2," and'General Improvement
Bonds, Series No. 3," respectively; and
WHEREAS, it is necessary at this time that an additional Two Million,
Two Hundred Thousand Dollars ($2,200„000.00) par value of such authorized bonds
be issued and sold by said City for t4q purpose of its acquisition of funds
necessary to its accomplishment of`t tbtLrthppart of several of the improvement
purposes for which such bonds as;aforesaid were authorized to be issued and

purposes set out in subdivision (1) above, the sun of Two Million,
Two Hundred Thousand Dollars ($2,200,000.00); and

WHEREAS, the financial accounting for other City of Saint Paul departments
is separate and distinct from that for school purposes, it is advisable that such
additional bonds in the par value sum of Two Million, Two Hundred Thousand Dollary
($2,200,OQO.00) be issued in one form FiNthe purposes set out in subdivision (1)
above, to be entitled "School Improvement Bonds, Series No. 4"1; therefore, be it
RESOLVED, that the Council of the City of Saint Paul issue and sell at
this time such additional Two Million, Two Hundred Thousands' Dollars ($2,200.,000.00)
par value School Improvement Bonds authorized by said Ordinance No. 10135; be it
FURTHER RESOLVED, that such additional bonds authorized by Ordinance No.
10135 in the amount of Two Million, Two Hundred Thousand Dollars ($2,200,000.00)
par value to be sold in the manner provided by law, said bonds to be in denomination
of $1x000.00 each, to be dated March 1, 1956, bear a rate of interest not exceeding
six per cent (6%) per annum payable semiannually on March 1 and September 1, accord-
ing to the coupons to be attached to said bonds;, that said additional bonds shall
be serial in form, and of the $2,2001,000.00 par value of such bonds issued for the
purposes of School Improvement, a portion thereof shall be payable each year
commencing March 1, 1959, but none of said bonds shall run for a longer period
than 30 years, and shall be numbered 1 to 2200 inclusive; and be it
FURTHER RPSOLVED, that said additional X2,200,000.00 par value of the bonds
to be issued for the purposes of School Improvement, shall mature serially com-
mencing March 1, 1959, over said thirty year period on the following dates and in

That said Two Million, Two Hundred Thousand Dollars ($2,200,000.00) par
value of the bonds to be issued for School Improvement shall be in the Following
form, which has been prepared by the Sinking Fund Committee and approved-by the
Corporation Counsel of the City of Saint Pauly and is hereby approved and
adopted, viz:

KNOW ALL MEN BY THESE PRESENTS, that the City of Saint Paul, in the County
of Ramsey and State of Minnesota, acknowledges itself to owe and for value received
hereby promises to pay to Bearer the sum of One Thousand Dollars ($11,000.00) on
the first day of March, 19..., together with interest thereon from the date hereof
until paid, at the rate of .... per cent per annum, payable semiannually on the
first days of March and Septebber in each year as evidenced by and upon the

presentation and surrender of the annexed interest coupons as they severally
become due. Both principal and interest of this bond are payable in lawful
money of the United States of America at the office of the Commissioner of
Finance, in the City of Saint Paul, or at the Fiscal Agency of the City of
Saint Paul, in the City of New York, State of New York, at the option of the
holder; and for the prompt payment of this bond, both principal and interest,
at maturity, the faith and credit of the City of Saint Paul are irrevocably
pledged.
This bond is one of a series amounting in the aggregate to the sum of
Two Million, Two Hundred Thousand Dollars ($2,200,000.00)2 issued by the City
for the purpose of paying the cost of[acquiring school sites and grounds,
constructing and equipping new school buildings, and additions, to school
-f\ buildings authorized in Council File No. 165231, Ordinance No. 10135, passed
by the Council of said City and duly signed, attested, approved and published
in the manner required by the Charter of said City, and approved by the electors
of the City of Saint Paul at the election held November 3, 1953, and under the
authority of and in all respects in full compliance with Section 217 of the
Charter of the City of Saint Paul, and such other sections thereof as may be
applicable thereto, and Chapter 475, Minnesota Statutes 1953, as amended.
It is hereby certified and recited that all things, acts and conditions
required by the Constitution and Laws of the State of Minnesota and the Charter
of said City to happen and be done and performed precedent to and in the issuance
of this bond, have happened and been done and performed in regular and due form
and time as required by law and that the total indebtedness of said City, includ-
ing this bond, does not exceed any constitutional statutory or charter limitations.
IN WITNESS WHEPMF, the said City of Saint Paul, by its Council, has
caused this bond to be sealed by the facsimile of its Official Seal., lithographed
thereon, to be signed by the lithographed facsimile signature of its Mayor,
attested by the lithographed facsimile signature of its City Clerk, and counter-
signed manually by its Comptroller, and each of the interest coupons hereto
attached to be executed by the lithographed facsimile signatures of said officers,
this first day of March, 1956.

BE IT FURTHER RESOLVED, that each said bond shall be sealed by the facsimile
of the Official Seal of the City of Saint Paul lithographed thereon and signed by
the lithographed facsimile signature of the Mayor, attested by the lithographed
facsimile signature of the City Clerk, and countersigned manually by the City
Comptroller, in accordance with Chapter 422, Laws of Minnesota, 1951, and
Section 475.55, Mimnesota Statutes Annotated, and the interest coupons thereto

due notice of said sale in the manner prescribed by law, in the St. Paul Legal
Ledger, the official paper of said City, and in the Commercial West, a financial
periodical published in the State of Minnesota; that each bidder shall be required
to accompany his bid by a certified or cashier's check for two (2) per cent of
the amomzt of bonds bid for, which pill be forfeited to the City as liquidated
damages if the bonds are not taken and paid for when ready for delivery; that
the Oity Comptroller shall, at the next meeting after receiving said bids,
present the same to the Sinking Fund Committee and the Council for their action
thereon; and that said bonds shall be offered to the person who will pay par
or better therefor, at the lowest rate of interest, not exceeding six (6) per
