10-657Council File # 10-657 Green Sheet #3115117 RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented by S 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 WHEREAS, the City of St. Paul is woxking to implemem the Como Avenue Bike Lanes project, and WHERAS, the pioject will implement on-s�eet bicycle faciliries on Como Avenue between RaymondlCleveland Avenue and the west city lunits, and WHEREAS, the Como Avenue Bike Lanes project is entirely funded by a grant from Transit for Livable Communiries (TLC), and WHEREAS, the TLC grant comes out of the Federal Nonmotorized Transportafion Pilot program of SAFTEA-LU, and WHEREAS, the City seeks to complete Work on the project and recoup costs associated with the Work wider a Force Account Agreement with the State; and WHEREAS, to execute a Force Account agreement the State requues a resolufion appointing the State the Ciry's Agent to accept Federal Aid funds;and WHEREAS, to execute a Force Account agreement the State requires the City identify personnel authorized and directed to enter into such an ageement, now, therefore be it RESOLVED, that pursuant to Minnesota Stat. Sec. 16136, the Commissioner of Transportation be appointed as Agent of the City of St. Paul to accept as its agent, federal aid funds which may be made available for eligible transportafion related projects, and be it further RESOLVED, the Mayor and the Public W orks D'uector are hereby authorized and directed for and on behalf of the City to execute and enter into an agreement with the Commissioner of Transportafion prescribing the terms and condirions of said federal aid participation as set forth and contained in "Minnesota Department of Transporta5on Agency Agreement No. 96817", a copy of which said agreement was before Council and which is made a part hereof by reference. Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): The Como Avenue Bike Lanes project is completely funded with a Federai Nonmotorized Transportarion Pilot program grant. The scope of the project includes installing bump outs, roadway resh'iping to reallocate space to include on-street bike lanes, instailing new signs and implementing signai enhancements. The limits of the project aze Raymond/Cleveland Avenue and the west city limits. Public Works is seeking to complete sign and signal work with City Forces. Th FHWA has granted approval of a City request for completing ihe work using the Force Account process. In order for the process to move forward, a formal ageement needs to be executed Uehueen MnDOT and the City. One of the elements of that process is passage of the attached Resolution.
