Dear Property Representative:
Your building was determined to be a registered vacant building on November 10, 2009. Since
certificates are for the occupancy of buildings, it has become necessary to revoke the Certificate
of Occupancy.
THIS LETTER SERVES AS OFFICIAL NOTICE OF REVOCATION.
Saint Paul Legislative Code provides that no building shall be occupied without a Certificate of
Qccupancy. In order to re-occupy the building, the following deficiencies (if applicable) must be
conected and a complete Certificate of Occupancy inspection may be required.

1. SPLC 34.11 (6), 34.34 (3) - Provide service of heating facility by a licensed contractor
which must include a carbon monoxide test. Submit a completed copy of tbe Saint Paul Fire
Marshal's Existing Fuel Burning Equipment Safety Test Report to this office.
2. SPLC 39.02(c) - Complete and sign the provided smoke detector affidavit and return it to
this office.
SPLC 34.08 (1), 34.31 (1) - All exterior property areas shall be maintained free from any
accumulation of refuse, garbage or feces.
4. SPLC 34.09 (3), 34.32 (3) - Provide or repair and maintain the window screen.

5. Appeal of Lawrence Walker to a Summary Abatement Order for property at 1672 Conwav
Street.
Lawrence Walker Jr., appellant, appeared. Tom Ferrara and Rich Singerhouse, DSI — Vacant
Buildings, appeazed on behalf of the department.
Mr. Ferrara stated that this was a category 2 vacant building which filed had been opened on
November 23, 2009 on a referral by Fire to a revocation of the C of O and the building was vacant.
On April 21, 2010, he inspected the property and issued orders for the following: remove cardboazd,
a box, plastic bag and miscellaneous refuse/debris; cut tall grass and weeds; and remove vehicles
stored on the property which was in violation of zoning regulations due to the vacant status of the
building. Mr. Fenaza reviewed the list of deficiencies which lead to the revocation of the C of O.
Mr. Walker stated that he had Section 8 tenants living in the property and between August and
September 2009, there had been approximately 30 police calls for service at the property. He said
he had received a call from Kathy Lanh regarding the issues with the tenants and he then asked the
tenants to leave to avoid the eviction process. He said he had talked to Inspector Thomas and told
him that the tenants had moved out and that he was not going to rent it out again so he did not need
a C of O. Inspector Thomas wrote up a list of deficiencies which he did not agree with but did not
want to appeal, such as the windows. He said he had "differences" with Inspector Thomas and did
not believe the building should be classified a vacant building. He had since cleaned up the
property and removed the vehicles but disagreed that cars being parked should be considered a
zoning violation.
Ms. Moermond asked Mr. Walker why he did not appeal the vacant building registration notice and
fee when he received it. Mr. W alker responded that he was stubborn and found the process to be
depressing and upsetting. Ms. Moermond explained that Inspector Thomas had revoked the C of O
due to the code violations found at the property and since the building was indeed vacant, he had no
option but to refer it to the vacant building program. She explained that the zoning code did not
allow for the storage of vehicles on a vacant property. She asked Mr. Walker whether he had
applied for a code compliance inspection. Mr. Walker responded that he had not as it was too
expensive.
Ms. Moermond told Mr. Walker that it was way past the time he could file an appeal on the vacant
building status. She recommended denying the appeal and indicated that he would need to obtain a
code compliance inspection and bring the property up to code before it could be re-occupied.
