Dear Property Representative:
Your building was determined to be a registered vacant building on May 4, 2010. Since
certificates are for the occupancy of buildings, it has become necessary to revoke the Certificate
of Occupancy.
Saint Paul Legislative Code provides that no building shall be occupied without a Certificate of
Occupancy. In order to re-occupy the building, the following deficiencies (if applicable) must be
corrected and a complete Certificate of Occupancy inspection will be zequired.
DEFICIENCY LIST
1. Downstairs - SPLC 34.08 (10) - Repair, replace and maintain exterior sidewalks,
walkways and stairs.
2. Downstairs - MSFC10261 - Provide and maintain an approved escape window from
each sleeping room. The mimmum size must be 5 square feet of glazed area with a
minimum of 24 inches of openable height and 20 inches of openable width. With a
finished sill height not more than 48 inches. Refer to provide handout EW-1 far more

6. Appeal of Ron Michaelson, SMRLS, on behalf of Amanda Wood, to a Certificate of
Occupancy Revocation and Order to Vacate for property at 1026 Fremont Avenue.
Ron Michaelson, SMRLS, appeared with Amanda Wood, the appellant. Michael Urmann, DIS —
Fire appeared on behalf of the department.
Mr. Urmann stated that the property was owned by an absentee landlord who lived out of state and
had made no attempt to make any repairs to the property. The C of O was revoked for non-
compliance with orders dating back to December 2009. The tenant in the upper unit filed the appeal
and there were five deficiencies noted for this particulaz unit: replace missing door knobs; repair
unsafe stairway; remove combustibles from on top of the refrigerator, namely chazcoal; repair or
replace the dryer exhaust duct which requires a permit; and egress windows. The inspector noted
there was over occupancy in one of the bedrooms; however, given the square footage, three people
in this bedroom was allawed.
Mr. Michaelson stated that his client had found a new place to live; however, the unit would not be
ready until June 1. He explained that she had five children and they could not find space in a shelter
that would accept a family tlus large.
Ms. Woods stated that she had replaced missing door knobs and did not use the washer or dryer.
Ms. Moermond recommended denying the appeal and granting an extension to June 1 to vacate the
building on the condition the dryer not be used.

Dear Property Representative:
Your building was determined to be a registered vacant building on May 4, 2010. Since
certificates are for the occupancy of buildings, it has become necessary to revoke the Certificate
of Occupancy.
Saint Paul Legislative Code provides that no building shall be occupied without a Certificate of
Occupancy. In order to re-occupy the building, the following deficiencies (if applicable) must be
corrected and a complete Certificate of Occupancy inspection will be zequired.
DEFICIENCY LIST
1. Downstairs - SPLC 34.08 (10) - Repair, replace and maintain exterior sidewalks,
walkways and stairs.
2. Downstairs - MSFC10261 - Provide and maintain an approved escape window from
each sleeping room. The mimmum size must be 5 square feet of glazed area with a
minimum of 24 inches of openable height and 20 inches of openable width. With a

6. Appeal of Ron Michaelson, SMRLS, on behalf of Amanda Wood, to a Certificate of
Occupancy Revocation and Order to Vacate for property at 1026 Fremont Avenue.
Ron Michaelson, SMRLS, appeared with Amanda Wood, the appellant. Michael Urmann, DIS —
Fire appeared on behalf of the department.
Mr. Urmann stated that the property was owned by an absentee landlord who lived out of state and
had made no attempt to make any repairs to the property. The C of O was revoked for non-
compliance with orders dating back to December 2009. The tenant in the upper unit filed the appeal
and there were five deficiencies noted for this particulaz unit: replace missing door knobs; repair
unsafe stairway; remove combustibles from on top of the refrigerator, namely chazcoal; repair or
replace the dryer exhaust duct which requires a permit; and egress windows. The inspector noted
there was over occupancy in one of the bedrooms; however, given the square footage, three people
in this bedroom was allawed.
Mr. Michaelson stated that his client had found a new place to live; however, the unit would not be
ready until June 1. He explained that she had five children and they could not find space in a shelter
that would accept a family tlus large.
Ms. Woods stated that she had replaced missing door knobs and did not use the washer or dryer.
Ms. Moermond recommended denying the appeal and granting an extension to June 1 to vacate the
building on the condition the dryer not be used.
