WHEREAS, the 3�010 H�on� International Freedom Celebration is an annua] event held at McMurray Field in
Saint Paul, this year on July 3` and 4`�, with an additional cleanap day on July 5'�; and
WHEREAS. this event requires a large number of City staff to run and maintain the event site on both day
and evening shifts; and
WHEREAS, traffic at the event is very congested, making it difficult for City staffto ]eave the work site for
meals and return in a timely manner; and
WHEREAS, the weather is historically very hot and humid and requires staff to have and consume plenty of
fluids to sustain themselves; and
WHEREAS, the City of Saint Paul has historically spent up to $800.00 to purchase and provide refreshments
and meals for the employees assigned to work the event; and
WHEREAS, the Laa Family, as budgeted in the 2010 adopted bodget, will reimburse the City up to $35,000.00
towards the City's costs incurred for the event; and
V✓HEREAS, the Department of Parks and Recreation finds it necessary to staffthis event because since iYs
inception i� Saint Paul, the event has been extraordinarily large for its site, compared to other similar
events, and has had such a]arge impact on Como Park and surrounding neighborhoods, therefore, by
providing staff for the event there has now been a reduction in complaints regarding trash and congestion
that were originally reported before the City staffing began; and
THEREFORE B6IT RESOLVED, that the Department of Parks and Recreation is authorized to expend up to
$800.00 of City funds on food and beverage purchases for staff who are working at the 2010 Hmong Sports
Tournament.

This is a very laz'ge event for the site. Typically congested, making it difficult to leave the site for meals and return in a timely fashion.
W ith over 60 employees assigned to this event each day, it is necessary to consume plenty of fluids to sustain themselves during the
event, which is typically very hot and humid.
Advantages If Approved:
Keeping staff on site allows us to provide better service reducing the number of complaints from the communiry surrounding Como
Park.

Attached is a resolution from Parks requesting approval to purchase approximately $800
worth o£ food and beverages for staff working the Hmong Sports Tournament. The date
(Fourth of July weekend) and location (Como Park) make it difficult for staff to leave this
evetrt far breaks. The costs of the event are included in the Parks budget ($35,000) and
are reimbursed by the Lao family. OK to sia .
