Schroeder, City Architect, has re- quested the City Council to hold a public hearing to consider any complaints about the expense incurred by the City of Saint Paul in removing a dangerous structure at 1459 Payne Avenue, more particularly described as South_41.53 feet of Lots 1, 2 and 3, Block 14, Harrison & Handy's Addition, St. Paul, Minne- sota; and a. WHEREAS, it appears that the last known record owners of the property are Andrew and Mathilda Hawkinson, 1459 Payne Avenue, St. Paul 1, represented by Murnane & Murnane, attorneys 1106 Commerce Building, St. Paul 1, Minnesota, therefore be it RESOLVED, that the City Council of the City of Saint Paul hold a public hearing in the Council Chamber at 10:00 o'clock a.m. on the 23rd day of May, 1956, to consider any complaints about the expense incurred by the City of Saint Paul and to confirm the amount thereof; and be it FURTHER RESOLVED, that the City Architect notify by mail the record owner of the property in question at the last known address. Council City of St. Paul Gentlemen: A statement of expense has been filed with the City Clerk on this date for the purpose of creating a lien on the property known as 1459 Payne Avenue, described as South 41.53 feet of Lots 1, 2, and 3, Block 14, Harrison & Handy's Addition, St. Paul, Minnesota. The property is listed in the names of Andrew and Mathilda Hawkinson, 1459 Payne Avenue, St. Paul 1, represented by Murnane & Murnane, attorneys, 1106 Commerce Building, St. Paul 1. Notices were also sent to Arthur F. Hawkinson, 1163 East Maryland Avenue, St. Paul 6, and the Department of Public Assistance, 108 East Sixth Street, St. Paul 1. In this matter, the following resolutions were adopted by the City Council: C.F. 175252, adopted .October 4, 1955 (published October 8, . 1955) set a public hearing at 10 A. M. in the Council Chambers on October 25, 1955. C. F. 175551, adopted October 27, 1955 (published October 29, 1955) ordered the wrecking by and at the separate cost and expense of the owner, occupant, or other person in control thereof. C. F. 175828, adopted November 22, 1955 (published November 26, 1955) directed the Commissioner of Parks, Playgrounds And Public Buildings to enter upon the premises and wreck and re- move the frame shed thereon, and do all things necessary for the protection of life, limb, and adjoining property. C. F 176325, adopted January 10, 1956 (published January 14, 1956) approved the specifications prepared by the City Archi- tect for the wrecking of this building and authorized the Purchasing Agent to advertise for bids. /f pv:// r 1 Page 2 4 Hon. Council C. F. 176773, adopted February 14, 1956 (published February 18, 1956) approved the award of the contract for wrecking to Guy Patsy & Sons, Inc., for the sum of $166.00 in accordance with the specifications and Formal Bid No. 5563. C. F 177190, adopted March 22, 1956 (published March 24, 1956) authorized the Department of Parks, Playgrounds And Public Buildings to do the wrecking and provided that the wrecking expense of $166.00 (the lowest bid) and the expens- es of the Department of $31.45, making a total of $197.45, be paid out of General Fund Item 31-G-23, and in the event that this sum proves collectible from the owner, same is to be credited to 31-G-23. This building was wrecked and Registered Bill 4-1458 mailed to the owners March 27, 1956. We are requesting you to hold a public hearing with 10 days notice to consider any complaints about the expenses incurred and to confirm the amount. The Council resolution confirming the expenses should end with a directive to the City Clerk to file a statement of expense for the purpose of securing a lien on the property.
