WFIEREAS, the Central Comdor Development Sfrategy, adopted October 24, 2007, reco�izes the Central Corridor Li„aht Rail
Tnnsit Project as a imique opportunity for the City of Saint Paul; and
WI the uncertainty regazding the presence of contaminated brownfields properties along the Central Comdor acts as a
deterrent to reinvestment and a potential threat to the public health; and
WHEREAS, the Environmental Protection Agency ("EPA") has a�nounced the availability of fundin� for planning efforts to
inform the assessment, cleanup, and reuse of properties in brownfields-impacted areas; and
WHEREAS, the Central Comdor Funders' Collaborative has made $12,000 in funding available to the City of Saint Paul to
support the development of an application for said EPA funding; and
WHEREAS, the Mayor, pLVSUant to Section 10.071 of the Charter of the City of Saint Paul does hereby certify that $12,000 in
funds are available for appropriaYion in excess of those estimated in the 2010 budget and recommends the following changes to
the 2010 budget:

NOW THEREFORE, BE IT RESOLVED, that the City of Saint Paul accepts this grant; and
BE IT FURTHER RESOLVED, the City of Saint Paul approves the above changes to the 2010 bud�et; and
BE IT FINALLY RESOLVED, The City Council authorizes the Department of Plannin� and Economic Development to apply
for funding from the EPA Area-Wide Planning �ant progam.

Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
The EPA has iecenYly announced a new grant program wlvch would fund azea-wide planning for assessing and remediating
brownfield contamination. The Central Corridor Funder's Collaborarive has offered the City a grant not to exceed $12,000 to fuud the
development of an application for said EPA planning grant. The attached resolution would accept the Funder's Collaborative funds
and authorize the City to apply for the EPA planning grant.
Advantages If Approved:
Approval would enable Ciry to lure consultant to prepare EPA grant application; if awazded, grant funds would allow Ciry to more
strategically address brownfield issues in the Central Corridor.
Disadvantages If Approved:
None.
Disadvantages If Not Approved:
City would lose opporNniry to secure additional resources in support of wmmunity development activity in the Central Corridor.

The attached resolution authorizes PED to accept $12,000 from the Central Corridor Funder's
Collaborative and amend the 2010 budget to recognize and spend these funds. The grant would fund the
development of a grant application to the EPA to fund area-wide brownfields planning along the Central
Corridor. The resolution further authorizes PED to apply for the EPA Area-Wide planning grant.
