consent of the Mayor and the Comptroller, to purchase ten 3/4" Cold Water Meters
from each of five water meter manufacturers at a cost of $1686.70, without
advertisement or competitive bids as an emergency exists where failure to act
promptly would work hardship to the best interests of the City.
