WHEREAS, Alfred H. Schroeder, City Architect, having
requested the City Council to hold a public hearing to consider
any complaints about the expense incurred by the City of Saint
Paul in removing a dangerous structure at 467 Dewey Street, more
particularly described as Lot 100, Union Park Addition, the.
City Council held a public hearing on April 10, 1956 to consider
the expense and to confirm the amount thereof, and
WHEREAS, it appears that the City Council, pursuant
to Council File No. 173459, approved Jude 7, 1955, published
June 11, 1955, set a public hearing to consider removing the -
dangerous structure, and the City Council by Council File
No. 173918, approved June 29, 1955, published July 2, 1955,
ordered the wrecking by and at the separate cost and expense
of the owner, occupant, or other person in contrd. thereof, and
the City Council by Council File No. 174289, approved July 22,
1955, published July 30, 1955,directed the Commissioner of
Parks, Playgrounds and Public Buildings to enter upon the
premises and wreck and remove the building thereon and do any
add all things therein necessary for the protectiop of life,
limb and adjoining property, and that the City of aint Paul
has incurred the expense of $296.42 in removing said structure;
and
WHEREAS, it appears that Jonas F. Bergman, 467 Dewey
Street, Saint Paul 4, Minnesota, is the owner of the premises;
be it
RESOLVED, that we, the City Council of the City of
Saint Paul, do hereby confirm the amount of $296.42 to be the
fair, true and reasonable mount for such services incurred in
removing the dangerous structure; and be it
FURTHE RESOLVED, that the City Clerk be directed to
file in the office of the Register of Deeds for the County of
Ramsey a statement of expense incurred by the City for the purpose
of securing a lien on the property, pursuant to the Building Code.

The Council set a hearing in this matter by the adoption of Council
File No 1731459, adopted and approved June 7, 1955, confirmed the
condemnation and ordered the wrecking by Council File No. 173918,
adopted and approved June 29, 1955, and directed the Comsr. of Parks,
P. & P. B. to wreck and remove the building by Council File No. 1714289,
adopted and approved July 22, 1955.

Gentlemen:
A statement of expense hazy been filed with the City Clerk
on this date for the purpose of creating a lien on the prop-
erty known as 467 Dewey Street, Lot 100, Union Park Addition.
Jonas F. Bergman, 467 Dewey Street is listed as owner. He is
represented by C. Alfred Bergsten, Attorney, 1005 Mount
Curve Avenue, Minneapolis 5.
' In this matter the following resolutions were adopted by
the City Council:
C. F. 173459, adopted June 7, 1955 (published June 11, 1955)
sets a hearing at ten o'clock A. M. on June 28, 1955.
C. F. 173918, adopted June 29, 1955 (published July 2, 1955).
ordered the wrecking by and at the separate cost and expense
of the owner, occupant, or other person in control thereof.
C. F. 174289, adopted July 22, 1955 (published July 30, 1955)
directed the Commissioner of Parks, Playgrounds And Public
Buildings to enter the premises and wreck and remove the
garage thereon and do all things therein necessary for the
protection of life, limb, and adjoining property.
C. F. 174915, adopted September 7, 1955 (published September
10, 1955) approved the specifications prepared by the City
Architect for the wrecking of this building and authorized
the Purchasing Agent to advertise for bids.
C. F. 175307, adopted October 6, 1955 (published October 8,
1955) approved the award of the contract for wrecking to
Knud Nielsen for the sum of $245.00, in accordance with the
specifications and Formal Bid No. 5367.

C. F. 175371, adopted October 13, 1955 (published October
15, 1955) provided that the wrecking expense of
$245.00 and the expenses of the Department' of. Parks,
Playgrounds And Public Buildings in connection with the
condemnation in the amount of $51.42, making a total of
$296.42, be paid out of General Fund Item 31 G 23,
and, in the event that this sum proves collectible from
the owner, same is to be credited to General Fund Item
31 G 23.
The garage has been wrecked and Registered Bill No. 4-
1437, dated. December 7, 1955, was mailed to the owner,
Jonas F. Bergman, 467 Dewey Street, St. Paul 4, It has
not been paid.
We request that the Council hold a public hearing with ten
days notice to consider any complaints about the expenses
incurred and to confirm the amount. The Council resolution
confirming the expense should end with a directive to the
City Clerk to file a statement of expense for the purpose
of securing a lien on the property.

Register of Deeds for the purpose of creating a lien on
the property known as 467 Dewey Street, Lot 100, Union
Park Addition. The property is used in the name of
Jonas F. Bergman, 467 Dewey Street. He is represented
by C. Alfred Bergsten, Attorney, 1005 Mount Curve Avenue,
Minneapolis 5.
The expense was incurred by virtue of the wrecking and
removal of the dangerous garage building therefrom. Fol-
lowing is an itemized statement of the expenses as per
Registered Bill No. 4-1437, dated December 7, 1955.

Attached herewith is a copy of Council File Ne. 177608
approved by the City Council April 25, 1956 and publish-
ed April 28. 1956 in the official paper.
This confirms the expense amount of $296.42 for services
incurred in removing the dangerous structure at 467 Dewey
Street, known as Lot 11, Union Park Addition, owned by
Jonas F. Bergman, 467 Dewey Street, St. Paul 4, Minnesota.
As you will note, the final paragraph directs the City
Clerk to file in the office of the Register of Deeds a
statement of expense incurred for the purpose of securing
a lien on the property. If you will refer to former Assist-
ant Corporation Counsel J. Jerome Plunkett's letter of Feb-
ruary 26, 1952, you will note the procedure to be followed.

That I, Joseph R. Okoneski, City Clerk, do hereby make and file
a formal statement of expense incurred by the City of Saint Paul in the re-
moval and wreckage of a building at 467 Dewey Street; described as Lot 100,
Union Park Addition.
STATEMENT OF EXPENSE
Said expense, as hereinabove stated, was incurred by the City
of Saint Paul on November 7, 1955, for wrecking and removal of building
at 467 Dewey Street:
To Knud Nielsen, 1377 Selby Avenue, for wrecking,
in accordance with specifications and Formal
Bid No. 5367, as per Council File No. 1'0 ,
Contract G ;-7622 $245.00
Expenses of Department of Parks, Playgrounds and
Public Buildings in connection with condemnation
of 467 Dewey Street for investigation, hotifications,
condemnation and specifications. 51.42
$296.42
Said expense, as hereinabove stated, was incurred by the City of
Saint Paul on November 7, 1955. The authorization for this statement is given
in Council File No. 177608, passed by the Council of the City of Saint Paul
on kliditt 25.,. 1956, a copy of Which is attached and made a part hereof.
This statement is herewith being filed in the office of the Register
of Deeds for the County of Ramsey,pursuant to Ordinance No. 7210 of the
City of Saint Paul, as amended, Section 107, for the purpose of registering
a lien in favor of the said City of Saint Paul on the land described herein.
