WHEREAS, Alfred H. Schroeder, City Architect, having
requested the City Council to hold a public hearing to consider
any complaints about the expense incurred by the City of Saint
Paul in removing a dangerous structure at 691 Butternut Street,
more particularly described as Lot 19, Block 1, Stewart Avenue
Addition to the City of St. Paul, Ramsey County, Minnesota, the
City Council held a public hearing on April 10, 1956, to consider
the expense and to confirm the amount thereof, and
WHEREAS, it appears that the City Council, pursuant
to Council File No. 173106, approved May 12, 1955, published
May 14, 1955, set a public hearing to consider removing the
dangerous structure, and the City Council by Council File
No. 173617, approved June 15, 1955, published June 18, 1955,
ordered the wrecking by and at the separate cost and expense of
the owner, occupant, or other person in control thereof, and the
City Council by Council File No. 174867, approved September 2,
1955, published September 10, 1955, directed the Commissioner.
of Parks, Playgrounds and Public Buildings to enter upon thy '`
premises and wreck and remove the building thereon and do any
aid all things therein necessary for the protection of life,
limb and adjoining property, and that the City of Saint Paul has
incurred the expense of $398.91 in removing said structure, and
WHEREAS,it appears that Ace Packing Materials Company,
691 Butternut Street, Saint Paul 1 Minnesota, is the owner ,
of the premises; be it
):( RESOLVED, that we, the City Council of the City of Saint
Paul do hereby confirm the amount of $398.91 to be the fair,
true and reasonable amount for such services incurred in
removing the dangerous structure; and be it
FURTHER RESOLVED, that the City Clerk be directed to file
in the office of the Register of Deeds for the County of Ramsey
a statement of expense incurred by the City for the purpose of
securing a lien on the property, pursuant to the Building Code.

Dear Sir:
Attached herewith is a copy of Council File No. 177604,
approved by the City Council April 25, 1956 and published
April 28, 1956 in the official paper.
This has reference to the condemned structure at 691
Butternut Street, owned by Ace Packing Materials Company,
whose last known address is 691 Butternut Street, St. Paul
1, Minnesota.
As you will note, the final paragraph directs the City
Clerk to file in the office of the Register of Deeds a
statement of expense incurred for the purpose of securing
a lien on the property. If you will refer to former Assist-
ant Corporation Counsel J. Jerome Plunkett's letter of
February 26, 1952, you will note the procedure to be fellow-
ed.

statement of expense in connection with the condemnation and removal
of a building at 691 Butternut St., as more particularly described
in the attached resolution and statement of expense.

The Council set a hearing in this matter by the adoption of Council
File No. 173106, adopted and approved May 12, 1955, confirmed the
condemnation and ordered the wrecking by Council File No. 173617,
adopted and approved June 15, 1955, and directed the Consr. of Parks,
P. & P. B. to wreck and remove the building by Council File No. 171+867, adopted
and approved September 2, 1955.

C.F. 175889, adopted by the Council November 29, 1955 (pub-
lished December 3, 1955) provided that the wrecking expense
of $350.00 and the expenses of the Department of Parks,
Playgrounds And Public Buildings in connection with the
condemnation in the amount of $48.91, making a total of
$398.91, be paid out of General Fund Item 31 G 23, and
in the event that the sum proves collectible from the own-
er, same is to be credited to General Fund Item 31 G 23.
The building was wrecked December 15, 1955 and Register-
ed Bill No. 4-1449, dated January 11, 1956, was mailed to
the owner at his last known address, Ace Packing Materials
Co., 691 Butternut Street, St. Paul 1.
We are requesting you to hold a public hearing with ten
days notice to consider any complaints about the expenses
incurred and to confirm the amount. The Council Resolu-
tion confirming the expense should end with a directive to
the City Clerk to file a statement for the purpose of secur-
ing a lien on the property.

The expense was incurred by virtue of the wrecking and
removal of the dangerous three story building therefrom.

Gentlemen:
A statement of expense has been filed with the City Clerk
on this date for the purpose of creating a lien on the proper-
ty known as 691 Butternut Street on Lot 19, Block 1, Stewart
Avenue Addition to the City of St. Paul, Ramsey County, Minn-
esota. The property was listed in the name of Ace Packing
Materials Company, 691 Butternut Street, St. Paul 1.
In this matter, the following resolutions were adopted by
the City Council:
C.F. 173106, adopted May 12, 1955 (published May 14, 19551 set
a hearing at ten A. M. on June 3, 1955.
C.F. 173617, adopted June 15, 1955 (published June 18, 1955)
ordered the wrecking by and at the separate expense and cost
of the owner, occupant, or other person in control thereof.
C.F. 174867, adopted September 2, 1955 (published September
10,1955) directed the Commissioner of Parks, Playgrounds
And Public Buildings to enter the premises and wreck and
remove the three story building thereon and do all things
therein necessary for the protection of life, limb, and adjoin-
ing property.

C.F. 175368, adopted October 13, 1955 (published October 15,
1955) approved the specifications prepared by the City Archi-
tect for the wrecking of this building and authorized the
Purchasing Agent to advertise for bids.
C.F. 175702, adopted November 9, 1955 (published November 12,
1955) approved the award of the contract for wrecking to
Truck Crane Service Co. for the sum of $350.00, in accordance (
with the specifications and Formal Bid No. 5430.

file a formal statement of expense incurred by the City of Saint Paul in the .

Said expense, as hereinabove stated, was incurred by the
City of Saint Paul on January 9, 1956, for wrecking and removal of building
at 691 Butternut Street:
To Truck Crane Service Co. , 1950 Charles Avenue,
for wrecking, in accordance with specifications
and Formal Bid No. 5430, as per Council File No.
175 , Contract G 7662 $350.00
Expenses of Department of Parks, Playgrounds and
Public Buildings in connection with condemnation
of 691 Butternut Street for investigations, not-
ifications, condemnation and specifications. 48.91
$398.91
Said expense, as hereinabove stated, was incurred by the City of
Saint Paul on January 9, 1956. The authorization for this statement is given

in Council File No. 177604, passed by the Council of the City of Saint Paul on
April 25, 1956, a copy of which is attached and made a part hereof.
This statement is herewith being filed in the office of the Register
of Deeds for the County of Ramsey, pursuant to Ordinance No. 7210 of the
City of Saint Paul, as amended, Section 107, for the purpose of registering
a lien in favor of the said City of Saint Paul on the land described herein.
