RESOLVED, that Hillcrest Development Company
be permitted to install and operate a customer parking
lot on Lot 1, Block 3, Hillcrest Addition and the east
160 feet of Lot 1, Block 4, Gary Place between the
south line of East Larpenteur and the north line of East
Idaho and between Van Dyke and Gary Place, all in Hillcrest
Addition, in accordance with the plans filed February 17,
1956, and that said Hillcrest Development Company be
permitted to remodel its existing parking lot situated on
the east side of White Bear Avenue between Larpenteur
and Idaho, described as west 154 feet of Lot 1, Block 4,
Hillcrest Center Addition, in accordance with the plans
filed February 17, 1956, all subject to compliance with
the provisions of all ordinances governing the operation
of parking lots, and subject further to the condition
that sidewalks abutting said premises be kept clean and
free of ice and snow at all times.

The City Council requested that you draw a resolution granting
the attached application of Hillcrest Development Company for a
permit to establish customer's parking lot on Lot 1, Block 3,
Hillcrest Addition and the east 160 ft. of Lot 1, Block 4, Gary
Place between the south line of E. Larpenteur and the north line
of E. Idaho and between Van Dyke and Gary Place all in Hillcrest
Addition in accordance with the plans filed Feb. 17th, 1956, and

Dear Sir:
This is in the matter of the application of Hillcrest Development Company
for permit to establish a customer's parking lot on lot 1, block 3, Hill-
crest Addition and 'the east 160' of lot 1, block 4 - Gary Place between
the south line of east Larpenteur and the north line of east Idaho and
between Van Dyke and Gary Place all in Hillcrest Addition. This property
is located adjacent to east Larpenteur, Van Dyke, Idaho and the north-
south line 160' west of the west line of Gary Place vacated. The zoning
is 'commercial,"
This application is occasioned by the fact that the applicants have
vacated Gary Place and established a new street to the west thus consoli-
dating into a single tract a space equivalent to the distance between Gary
Place vacated and Van Dyke street. This parking area is to be added to
the existing shopping center which is located on White Bear Avenue between
Larpenteur and east Idaho. The applicants have re-organized the site so
that the parking lot now has a capacity of approximately 469 cars. This
brings the total capacity of the entire center, including that parking
space adjacent to White Bear 'venue, to 766 cars.
The applicants are providing space for a screen-planting adjacent to the
Van Dyke street frontage and adjacent to portions of the east Idaho and
Larpenteur frontage. The area will be adequately fenced and surfaced with
catch basins to be provided for drainage. The applicant's plans call for
sidewalks adjacent to Larpenteur and east Idaho. The Zoning Board finds
no objection to this proposal provided that the applicant's plans to plant
a screening of shrubbery along Van Dyke street portions of the parking lot
is carried out. The plans have also been approved by the Traffic Engineer's
office.
Therefore, the Zoning Board recomme s this permit be granted in accord-
ance with the applicant's plans f' l d February 17, 1956.

Dear Sir:
This is in the matter of the application of Hillcrest Development
to remodel an existing parking lot located adjacent to the east
side of White Bear Avenue between Larpenteur and Idaho. The pro-
perty is described as the west 154' of lot 1, block 4 - Hillcrest
Center Addition. The zoning is "commercial."
The Council has issued a permit for the use of parking on this site
dated February 26, 1949. Briefly, the applicants propose to continue
the present operation but propose to close two driveways and open one
new driveway. Thus, the effect of this application would be to reduce
from three driveways to two driveways those serving the center. The
applicant's plans have been approved by the office of the Traffic
Engineer. Field investigation discloses no objection from the stand-
point of land use.
Therefore, the Zoning Board recommends this permit be granted in
accordance with the plans filed Feburary 17, 1956. In that no
additional land has been acquired no public hearing is necessary for
this phase of the applicant's development plan.
