10-565Council File # \O - 5bs Green Sheet #3109696 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented by � WHEREAS, the City of St. Paul is working to implement the Marshall Avenue Bike Lanes project, and WAERAS, the project will implement on-street bicycle Facilities on Marshall Avenue between Crefin Avenue and Mississippi River Boulevard, and WHEREAS, the Marshall Avenue Bike Lanes project is partially funded by a grant from Transit for Livable Communities (TLG�, and WHEREAS, the TLC gant comes out of the Federal Nonmotorized Transportarion Pilot program of SAFTEA-LU, and WHEREAS, the City seeks to complete Work on the project and rewup costs associated with the Work under a Force Account Ageement with the State; and WHEREAS, to execute a Force Account agreement the State requires a resolufion appoinfing the State the City's Agent to accept Federal Aid funds; and WHEREAS, to execute a Force Account agreement the State requues the City identify personnel authorized and directed to enter into such an agreement, now, therefore be it RESOLVED, that pursuant to Minnesota Stat. Sec. 16136, the Commissioner of Transporiarion be appointed as Agent of the City of St. Paul to accept as its agent, federal aid funds wfiich may be made available for eligible transportation related projects, and be it further RESOLVED, the Mayor and the Public Works Director are hereby authorized and directed for and on behalf of the City to execute and enter into an agreement with the Commissioner of Transportation prescribing the tetms and condifions of said federal aid participarion as set forth and contained in "Minnesota Department of Transportation Agency Agreement No. 9681 T', a copy of which said agreement was before Council and which is made a part hereof by reference. Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): The Marshall Avenue Bike Lanes is partially funded with a Federal Nonmotorized Transportarion Pilot program grant. The scope of the project includes installing sidewalks and landscaped medians, resh the roadway to include on-streeet bike lanes, installing new signs and imroving signals & lighting elements. The limits of the project aze Cretin Avenue to Mississippi River Boulevazd. Public Works is seeking to complete sign work and the signal & lighting work with City Forces. The FHWA has granted approval of a Ciry request for completing the work using the Force Account process. In order for the process to move forewazd, a formal ageement needs to be executed between MnDOT and the City. One of the elements of that process is passage of the attached resolution. If approved the resolution would: 1) allow MnDOT to act as the City's agent in accepting federal funds, and 2) authorize Public Works to enter into an agreement with the State to establish the terms of the funding arrangement. Public Works would like to have ciry staff complete the sign and lighting portion of the Marshall Ave. Bike Lanes project. Allowing City staff to perform the work will save Public Works money, but it requires the City to enter into the above-referenced agreement with MnDOT. This resolution will accomplish the necessary steps to allow Public Works personnel to perform sign and lighting work on the project. OK to sign.
