RESOLVED, upon due public hearing thereon and consideration of the
appeal and application therefor, pursuant to Ordinance No. 5840, as amended,
by St. Mary's Association, Incorporated, appellant-applicant and owner of the
subject real estate situate within the corporate limits of the City of Saint
Peal, to-wit:
Lots 4 to 8 inclusive, Lots 12 to 19 inclusive, and
portion of vacated alley attached thereto, all in Block
7, Davern's Burren Addition to St. Paul, Minn., according
to the plat thereof on file and of record in the office
of the Register of Deeds in and for Ramsey County, Minnesota;
that,such being hereby determined to be consistent with the public health,
safety, and general welfare and the general purpose and intent of said ordinance,
said appeal and application therefor hereby are allowed and granted and accord-
ingly said applicant and its successors hereby are granted all requisite permission
and authority for the extension of the Home for the Aged presently maintained and
operated on said Lots 12 to 16, inclusive, the West 4 of said Lot 17, and a portion
of the vacated alley in said Block 7 attached thereto, by the construction of the
proposed 3-story building, chapel, and chaplain's residence on the remainder of
said real estate, and the maintenance and operation of said Home for the Aged,
as so extended on said first above described real estate, and the requisite City
building permit for said extension hereby is approved, authorised, ratified, and
confirmed.

This is in the matter of the appeal of St. Mary's Association for permission
to construct an addition to an existing home for the aged located on the pro-
perty known as "1925 Norfolk" which is adjacent to the northwest corner of
Graham and Sue. This involves lots 4 through 8 inclusive, and lots 12 through
19 inclusive - block 7 - Davern's Burren Addition plus the po rtion of vacated
alley in said block accruing thereto.
This property was re-zoned from "A" and "B" residence to "C" residence on
May 24, 1955 for the purpose of accomplishing the proposal presented in this
application. According to the applicant's letter dated October 5, 1955, the

The toning Board finds that the applicant' s construction plans are involved
chiefly with providing additional novitiate and staff housing and other
facilities incident to the rest home. The third floor of the existing build-
ing would by this process be made available for additional housing for the
aged. The Zoning Board reviewed the applicant's plans at the time this
matter was before the Council for re-zoning and finds that the contemplated
activity is appropriate from the standpoint of the development of the adjacent
neighborhood.
In consideration of these factors, the Zoning Board recommends that this appeal
to permit the expansion of this existing facility be granted. In making this
recommendation, the Zoning Board takes note of the fact that the applicants
have an undeveloped space in the vicinity of the northwesterly corner of this
site which can be developed for off-street parking. The Zoning Board recommends
that the granting of this appeal be contingent on the understanding that the
understanding that the applicants proceed to develop adequate parking off the
street to the end that adjacent streets will not be unduly congested by arked
vehicles as a result of the enlargement of this facility.

Since 1936 St. Mary's Association, Incorporated, has owned and operated St. Mary's
Home, a home for the aged, at 1925 Norfolk Avenue. The home has always been filled
to capacity and the great demands made upon us for additional facilities has prompted
us to make plans for an enlargement and rearrangement of the home to more adequately
fill our needs and the needs of the community.

Since our plans might be construed as involving the extension of the use of our
property and since Subdivision ee of Section 8 of the Building Zone Ordinance apparently
requires that the proposed use of the property may be permitted only after a public
hearing held for the purpose of determining the necessity and convenience to the
community and whether it will be detrimental to the health, safety, order, convenience,
prosperity and general welfare of the district, St. Mary's Association hereby
that such a hearing be had as provided for in the Building Zone Ordinance, and that requests it
be permitted to proceed with its plans as above outlined.

Gentlemen:
We have reviewed and approved the general plans for the above project.
Approval is given with the understanding that interior stairway "C"
is not to be identified as an exit or means of egress.
It will be necessary to install directional exit signs leading to the
exits in the present building.
The addition as shown in the plans is not to be used at any time to
house patients or residents of the Home for the Aged as the convent
addition does not meet the standards of the State Fire Marshal for
nursing home or boarding home.
