RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF 5AINT PAUL, MINN�SOTA
AtiTHORIZING PURCHASING ELECTRIC VEHICLES
WHEREAS, the Ciry of Saint Paul (the "City") is committed to opportunities to make Saint Paul one of the
most sustainable cities in the UniTed States; and
WHEREAS, Congress passed and President Barack Obama signed the American Recovery and
ReinvestYnent Act (ARRA) of 2009 which made $1.8 billion available to city and county governments in the form of
direct formula energy efficiency and conservarion grants, under the Energy Efficiency and Conservarion Block Grant
(EECBG) Program; and
WHEREAS, the City of Saint Paul received $2,767,000 of one time funding from the U.S. Deparhnent of
Energy's (DOE) EECBG Program; and
WHEREAS, on November 4, 2009, the City Council of Saint Paul passed a Resolurion , C.F. # 09-1162
accepting EECBG funds for the following iniriarives: 1) Saint Paul Energy Smart Homes Program; 2) Saint Paul Port
Authority's Trillion BTU Program; 3) Energy Efficiency Lighting and Energy Improvements for Local Government
Facilities; 4) Electric Vehicle Charging Starions; 5) Public Education and Climate Change Challenge Grants; 6)
Frogram Adminish'ation and authorizing budgef spending plan; and
WHEREAS, the Elecmc Vehicle Charging Station initiarive received $286,000 of the EECBG funds for the
purchase and installation of electric vehicle charging stations in Saint Paul, and was recently approved under an
amended agreement with the DOE to allow up to $60,000 of that funding to be used as gap financing to acquire
electric vehicles for municipal fleet use; and
WHEREAS, introduction of electnc vehicles into the Saint Paul municipal fleet will help reduce green house
gas emissions by an estimated forry (40%) per vehicle; and
WHEREAS, the Crty of Saint Paul Department of Public Works Municipal Equipment Division already has
plans to purchase at least three gas comparable vehicles within the next two years; and
WHEREAS, the Cify of Saint Pau1 has been invited to pariner with Xcel Energy and other govemment
agencies in the group purchase of electric vehicles designed for cargo ffansport, with a portion of the vehicle
purchase cost to be paid by Xcel Energy, in order fo advance Xcel's interest in seeing and testing electcic vehicles
and their demands on the utility system m the metro area; and
WHEREAS, Xcel will provide a grant of up to $20,000 per vehicle, and the City will fund the remainder of
the purchase price using EECBG and Pubhc Works funds; and
WHEREAS an adminisirahve order will be prepared and submitted to the Mayor to redirect the EECBG
charging starion funds to the appropriate vehicle purchase object code as described above; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul hereby approves accepting an Xcel Energy
grant for a portion of the total cost of the electric vehicle purchases; and be it

FURTHER RESOLVED that, Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is
herby authorized and directed to enter into a group purchase commitment for electric vehicles with Xcel Energy and
that the Mayor or his designated representarive, submit to Xcel Energy any commitment letters, assurances,
certificarions, or addirional information that may be required; and be it
FINALLY RESOLVED that the City Council of the City of Saint Paul authorizes that up to
$60,000 of the EECBG funds from the electric vehicle and charging station initiative may be used for gap
financing to purchase the electric vehicles.
