WHEREAS, on A ;4 t 24, 1954, the Council referred to the
Commissioner of Public Works for investigation the subject
matter of whether or not the Robert Street Bridge is an
incubator for pigeons and whether or not the presence of the
birds induces children to climb onto the bridge at a con-
siderable hazard to the children; and
WHEREAS, the Commissioner of Public Works investigated
the matter and found these facts to be true; and
WHEREAS, the Commissioner of Public Works as a result of
investigating the possibilities of eliminating the pigeons and,
therefore,, the hazard to the children has discovered that the
most effective equipment in the United States for accomplish-
ing the purpose desired is the Neid Pigeon Trap, upon which
Louis J. Neid of 2083 North Lexington Parkway, Saint Paul,
Minnesota, owns the patent rights; that the patent number of
said Neid Pigeon Trap registered in the United States Patent
Office is No. 2693050, which said patent was applied for on
October 24, 1949, and granted on November 2, 1954; and
WHEREAS, it is necessary to have specially trained persons
and special equipment to perform the function desired and a
contract was awarded to Louis J. Neid for the year commencing
January 1, 1955 and ending December 31, 1955, and said Louis
J. Neid was successful in eliminating a large number of the
pigeons from the Robert Street Bridge; and
WHEREAS, the Commissioner of Public Works has recommended
that a contract be entered into with said Louis J. Neid for
the year commencing January 1, 1956 and ending December 31,
1956, to eliminate the pigeons on the Robert Street Bridge and
the Wabasha Street Bridge on the basis of $900r.00,
to be paid to him by the City of Saint Paul out of the Bridge
Fund, 14A1; now therefore be it
RESOLVED, that the Council concurs in the recommendation
of the Commissioner of Public Works, and the Corporation Counsel

that a contract be entered into with said Louis J. Weld for
the year commencing January 1, 1956 and ending December 31,
19560 to eliminate the pigeons on the Robert Street Bridge and
the Wabasha Street Bridge on the basis of $900.00,
to be paid to him by the City of Saint Paul out of the Bridge
Fund, 14A1; now therefore be it
RESOLVED, that the Council coneure ' in the recommendation
of the Commissioner of Public Works, and the Corporation Counsel
