10-540Council File # �O � �� O Green Sheet # 3112216 CITY OF � 1������ T PAUL, MINNESOTA � Presented by Resolution Acknowledging Receipt of Request for Franchise Negotiation from the Saint Paul Port Authority and Establishing a City of Saint Paul Staff Team for this Issue WHEREAS, the City of Saint Paul, in Appendix G of the Saint Paul Legislative Code, grants the Energy Park Utility Company Franchise, held by the Saint Paul Port Authority for July 1, 2005 through July 1, 2012; and 9 WHEREAS, the City received a written request from Louis Jambois, President of the Saint Paul Port 10 Authority dated April 7, 2010 to negotiate a franchise for a term of twenty (20) years, which would I 1 facilitate the financing of significant improvements to this energy system; and 12 13 WHEREAS, the City of Saint Paul is amenable to opening discussions on this request; now, therefore, be it 14 15 RESOLVED, that the Saint Paul City Council acknowledges receipt of the Saint Paul Port Authority's 16 Apri17, 2010 request; and be it further 17 18 RESOLVED, that the Saint Paul City Council and Mayor direct the Director of Financial Services, the 19 Director of City Council Operations and the City Attorney, or their respective designees, to enter into 20 ciiscussions with the Port Authority regarding ttieir request; and be it finally 21 22 RESOLVED, that a periodic report shall be provided by these department heads, or their designees, to the 23 Saint Paul City Council and Mayor regazding the status of these discussions.
