July 12, 1956 City Council City of St. Paul Court House St. Paul, Minnesota Gentlemen: Re: Grading and installation of sewer on Birmingham from Margaret to Minnehaha I represent Mr. Alfred Tetzlaff, one of the petitioners for the above improvements. In order that there be no misunderstanding as to Mr. Tetzlaff's promises in regard to this improvement, I am writing this letter to set them out in detail. Mr. Tetzlaff's is willing to pay 50% of the assessment for sewer and grading to be charged to Mr. Partch. It is our understanding that Mr. Partch has a total assessment of approx- imately $975.00. We are also willing to pay the sewer assessments in full to be issued against the Hanson and Nelsen property. There have been discussions concerning the possibility of Mr. Tetzlaff paying an additional amount on the grading assessments to be charged to the Erickson Oil Company and Mr. Mike Feda. Both of these parties have businesses located on Minnehaha. They are not being charged sewer assessments and the street was platted when they built there. We feel that both of these parties will benefit from the street and they are both in a financial position so that the payment of the assessment would not be a hardship on them. My client therefore does not feel that he wishes to make an offer to pay any of the assessment for these parties. It is respectfully `urged that by reason of the hilly topography of the area invelved the cost of such grading would great',y exceed any poesble prospective benefits that might be derived therefrom. The unimproved portions of property along said Birming- ham Street have always been vacant and are heavily wooded, and the structures erected along the balance thereof have been so erected, enjoyed, and maintained as -to have a present utility and_ convenience to their owners relative to such vacancy.
