WHEREAS, the City of Samt Paul, vlinnesota has been at the forefront in trymg to ensure the fair and equal
treatment of all persons, regazdless of their race, religion, ethnicity, sexual onentation or other status; and
WHEREAS, gay and lesbian service members have given honorable military service to our country dunng
peacerime and war, and continue to serve honorably m Iraq, Afghanistan and wherever the IImted States mil�tary is
currently depioyed or stationed;
WHEREAS, it is estimated that at least 65,000 gay and lesb�an mdividuals are currently in active duty or the
reserves, mcluding people ]iving m Saint Paul; and
WHEREAS, more than 13,000 sernce members have been dischazged at great monetary and readiness cost to our
anned forces under "Don't Ask, Don't Tell" solely because of their sexual onentation smce its implementat�on in 1993;
and
WHEREAS, the "Don't Ask, Don't TeIP' pohcy requires military recmiters working in the City of SainY Paul to
engage m discrinunation that violates the spirit of the City's Human Rights Ordinance, prohibiting d�scriminahon against
individuals based on their sexual orientation; and
WHEREAS, the "Don't Ask, Don't Te]]" policy restncts the ability of some Mmnesotans, including some
residents of the City of Saint Paul, to serve honorably m the Mmnesota National Guard; and
WHEREAS, the majority of Americans support an individuaPs right to serve openly despite his or her sexual
orientation; and
WHEREAS, a misgwded policy of govemment-sanctioned discriminat�on should not be permitted to contrnue;
NOW, THEREFORE BE IT RESOLVED, that the C�ty Council honors the service of those from Saint Paul and
elsewhere currently serving in the mihtary, particularly those who serve at risk of being discharged under this un�ust
policy; and that the City Council calls upon the Umted States Congress and the President of the United States to repeal the
"Don't Ask, Don't Te1P' policy and replace rt with a policy of nondiscrimination so that lesbian, gay and bisexual
Americans can serve their counhy under the same terms and condirions as heterosexual Americans; and
BE IT FINALLY RESOLVED, that the City Clerk shall cause copies of this Resoluhon to be prepazed and
nansnutted without delay to the President of the United States of America, the Secretary of the Department of Defense,
the Chairman of the Joint Chiefs of Staff; the President of the UmYed States Senate, the Majority Leader of the Umted
SYates Senate, the Minonty leader of the United SYates Senate, the Speaker of the United States House of Representatives,
the Majority L eader of the Umted States House of Representatives, the Minority Leader of the United States House of
Representatives, and each member of Minnesota's Congressional Delegahon.
