RESOLUTION APPROVING THE USE OF NEIGHBORHOOD
STAR YEAR-ROUND IOAN PROGRAM FUNDS
WHEREAS, on April 28, 2010 the Neighborhood STAR Board reviewed a proposal from the Department of
Parks and Recreation in conjunction with Groveland Booster Club for STAR grant funding to make
improvements to the Groveland Warming House; and
WHEREAS, the proposal provides for much needed capital improvements that will make a considerable
difference in the Macalester Groveland and Highland Park neighborhoods; and,
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of
this activity by providing a$6,025 grant through the Neighborhood STAR Year-Round Loan Program;
and,
WHEREAS, this proposal is of substantial community significance, a waiver of the STAR Guidelines in
regards to the $1 for $1 matching fund requirement and a waiver of the required 25% cap of total STAR
grant dollars allowed for each Year-Round STAR Loan Program project is recommended; and
WHEREAS; work on the Groveland Warming House Improvements began on December 1, 2009
therefore expenditures occurring after this date shall hereby qualify for STAR funding; now, therefore be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby
authorizes and directs the appropriate City officials to execute the necessary grant documents to
implement this Resolution, subject to approval by the City Attorney; and be it
FURTHER RESOLVED, staff of the Department of Planning and Economic Development are authorized
and directed to proceed with all other actions necessary to implement this Resolution.
