PAUL COUNCIL NO OFFICE OF THE CITY CLERK ie .,, ?-er If4erh $. / COUNCIL RESOLUTION—GENERAL FORM 4 T. 14 PRESENTED BY , 1 / 't3ie r' y:s. ! x` COMMISSIONE' I . *a: � r,__f Amu WHEREAS, by Ordinance No. 10135, adopted by the Council and approved by the Mayor September 9, 1953, and ratified by the electors of the City of Saint Paul at an election held November 3, 1953, the Council of the City of Saint Paul was author- ized to issue and sell the negotiable bonds of the City of Saint Paul of the par value of Thirty-eight Million, Nine Hundred Fifty-six Thousand Dollars ($38,956,000.00) of which not to exceed the following amounts were to be issued for the following purposes: (1) For the purpose of acquiring school sites and grounds and constructing and equipping new school buildings and additions to existing school buildings, Eight Million, Five Hundred Thousand Dollars ($8,500,000.00). (2) For the purpose of reconstruction, repair, betterment, remodeling and equipping existing school buildings, Two Million, Five Hundred Thousand Dollars ($2,500,000.00). (3) For the purpose of acquisition, construction, reconstruction, and better- ment of streets and bridges, Twelve Million, Two Hundred Thousand Dollars ($12,200,000.00). (! ) For the purpose of acquisition, construction, reconstruction and better- ment of sewers, Eight Million, Three Hundred Sixteen Thousand Dollars ($8,316,000.00). (5) For the purpose of acquisition, and construction, of housing facilities for garbage disposal equipment, One Hundred Twenty-five Thousand Dollars ($125,000.00). (6) For the purpose of acquisition, construction, reconstruction and better- ment of the Public Safety Department building and outlying substations and equipping the same, Five Hundred Thousand Dollars ($500,000.00). (7) For the purpose of acquisition and construction of a building to house the Health Department and equip the same, Two Hundred Thousand Dollars ($200,000.00). (8) For the purpose of acquisition and betterment of parks, playgrounds, park and playground buildings and the equipping of the same, One Million, Five Hundred Thousand Dollars ($1,500,000.00). (11) For the purpose of acquisition, construction, reconstruction, equipment and betterment of the public library and branch libraries, Three Hundred Fifteen Thousand Dollars ($315,000.00). (12) For the purpose of acquisition, construction and equipping of a civic educational center to house museums and art galleries, One Million, Seven Hundred Thousand Dollars ($1,700,000.00). (13) For the purpose of acquisition, construction and equipping of a civic athletic stadium, Two Million Dollars ($2,000,000.00). WHEREAS, heretofore the aggregate of Thirteen Million Nine Hundred Thousand Dollars ($13,900,000.00)par value of such authorized bonds have been issued and sold by the City of Saint Paul for the purpose of its acquisition of funds necessary to its accomplishment of several parts of the improvement purposes for which such bonds as aforesaid were authorized to be issued and sold, to-wit: For the purposes set out in subdivision (1) above, the sum of Five Million Eight Hundred Five Thousand Dollars ($5,805,000.00); For the purposes set out in subdivision (2) above, the sum of One Million Ninety-five Thousand Dollars (51,095,000.00); For the purposes set out in subdivision (3) above, the sum of Two Million Nine Hundred Seventy-eight Thousand Dollars ($2,978,000.00); For the purposes set out in subdivision (L ) above, the sum of One Million Sixty Thousand Dollars ($1,060,000.00); For the purposes set out in subdivision (5) above, the sum of One Hundred Twenty-five Thousand Dollars ($125,000.00); For the purposes set out in subdivision (6) above, the sum of Ninety-eight Thousand Dollars ($98,000.00); For the purposes set out in subdivision (7) above, the sum of Two Hundred Thousand Dollars ($200,000.00); For the purposes set out in subdivision (8) above, the sum of Seven Hundred Thirty-six Thousand Dollars ($736,000.00); For the purposes set out in subdivision (9) above, the sum of Five Hundred Eighty-four Thousand Dollars ($584,000.00); For the purposes set out in subdivision (10) above, the sum of Two Hundred Twenty Thousand Dollars ($220,000.00); For the purposes set out in subdivision (11) above, the sum of One Hundred Eighty-six Thousand Dollars ($186,000.00); For the purposes set out in subdivision (12) above, the sum of Two Hundred Eighty-eight Thousand Dollars ($288,000.00); For the purposes set out in subdivision (13) above, the sum of Five Hundred Twenty-five Thousand Dollars ($525,000.00); and which heretofore authorized, issued and sold bonds in such aggregate par value were issued and sold by said City in several forms, three forms for the purposes set forth in subdivision (1) and (2) above, in the aggregate par value sum of Six Million Nine Hundred Thousand Dollars ($6,900,000.00) and entitled "School Improve- ment Bonds, Series No. 1,""School Improvement Bonds, Series No. 2",44School Improve- ment Bonds, Series No. 3" and"School Improvement Bonds, Series No. 4" respectively, and three forms for the purposes set forth in subdivisions (3),, (4), (5), (6), (7), (8), (9), (10), (11), (12), and (13) in the aggregate par value sum of Seven Million Dollars ($7,000,000.00) and entitled "General Improvement Bonds, Series No. 1," (General Improvement Bonds, Series No. 2," and "General Improvement Bonds, Series No. 3," respectively; and WHEREAS, it is necessary at this time that an additional Three Million Eight Hundred Thousand Dollars ($3,800,000.00) par value of such authorized bonds be issued and sold by said City for the purpose of its acquisition of funds necessary to its accomplishment of several additional parts of several of the improvement purposes for which such bonds as aforesaid were authorized to be issued and sold, to wit: For the purposes set out in subdivision (3) above, the sum of One Million Four Hundred Three Thousand Dollars ($1,)103,000.00); For the purposes set out in Subdivision (4) above, the sum of Five Hundred Eight Thousand Dollars ($508,000.00); For the purposes set out in Subdivision (8) above, the sum of Three Hundred Twenty-eight Thousand Dollars ($328,000.00); For the purposes set out in Subdivision (9) above, the sum of One Hundred Sixty-six Thousand Dollars ($166,000.00); For the purposes set out in Subdivision (12) above, the sum of One Hundred Eighty Thousand Dollars ($180,000.00); For the purposes set out in Subdivision (13) above, the sum of One Million Two Hundred Fifteen Thousand Dollars ($1,215,000.00); and WHEREAS, the financial accounting for other City of Saint Paul departments is separate and distinct from that for school purposes, it is advisable that such additional bonds in the par value sum of Three Million Eight Hundred Thousand Dollars ($3,800,000.00) be issued in one form for the purposes set out in subdivi- sions (3), (4), (8), (9), (12), and (13) above, to be entitled "General Improvement Bonds, Series No. 4"; therefore, be it RESOLVED, that the Council of the City of Saint Paul issue and sell at this time such additional Three Million Eight Hundred Thousand Dollars ($3,800,000.00) par value General Improvement Bonds authorized by said Ordinance No. 10135; be it -3- i' :J t 1 FURTHER RESOLVED, that such additional bonds authorized by Ordinance No. 10135 in the amount of Three Million Eight Hundred Thousand Dollars ($3,800,000.00) par value to be sold in the manner provided by law, said bonds to be in denomination of $1,000.00 each, to be dated June 1, 1956, bear a rate of interest not exceeding six per cent (6%) per annum payable semiannually on June 1 and December 1, accor- ding to the coupons to be attached to said bonds; that said additional bonds shall be serial in form, and of the Three Million Eight Hundred Thousand Dollars ($3,800,000.00) par value of such bonds issued for the purposes of General Improve- ments, a portion thereof shall be payable each year commencing June 1, 1959, but none of said bonds shall run for a longer period than 30 years, and shall be numbered 4201 to 8000 inclusive; Both principal and interest of this bond are payable in lawful money of the United States of America at the office of the Commissioner of Finance, in the City of Saint Paul, or at the Fiscal Agency of the City of Saint Paul, in the City of New York, State of New York, at the option of the holder; and for the prompt pay- ment of this bond, both principal and interest, at maturity, the faith and credit of the City of Saint Paul are irrevocably pledged. This bond is one of a series amounting in the aggregate to the sum of Three Million Eight Hundred Thousand Dollars ($3,800,000.00), issued by the City for the purpose of paying the cost of general improvements authorized in Council File No. 165231, Ordinance No. 10135, passed by the Council of said City and duly signed, attested, approved and published in the manner required by the Charter of said City, and approved by the electors of the City of Saint Paul at the election held November 3, 1953, and under the authority of and in all respects in full compliance with Section 217 of the Charter of the City of Saint Paul, and such other sections thereof as may be applicable thereto, and Chapter 475, Minnesota Statutes 1953, as amended. It is hereby certified and recited that all things, acts and conditions required by the Constitution and Laws of the State of Minnesota and the Charter of said City to happen and be done and performed precedent to and in the issuance of this bond, have happened and been done and performed in regular and due form and time as required by law and that the total indebtedness of said City, including this bond, does not exceed any constitutional, statutory or charter limitations. IN WITNESS WHEREOF, the said City of Saint Paul, by its Council, has caused this bond to be sealed by the facsimile of its Official Seal, lithographed thereon, to be signed by the lithographed facsimile signature of its Mayor, attested by the lithographed facsimile signature of its City Clerk, and countersigned manually by its Comptroller, and each of the interest coupons hereto attached to be executed by the lithographed facsimile signatures of said officers, this first day of June, 1956.
