4. Summary Abatement Assessments:
VB1001 Collection of delinquent vacant building fees re-invoiced in December 2009
435 Banfil Street (VB1001)
Mr. Yannarelly stated that the building was condemned by Fire C of O on October 21, 2009 with 22
items being noted on the deficiency list. The properiy was referred to the Vacant Building Program
and a file was opened on November 5, 2009 as a category 2 vacant building. On November 5,
2004, a registration letter was sent to pay the 2004 vacant building fees and when the owner failed
to pay, a warning letter was sent on December 7, 2009. The total cost of the assessment was
$1,070.
David R. Busch, DRB #24 LLC, property owner, and Michael Kemp, appeared. Mr. Busch stated
that the city had illegally removed the tenants and he did not believe the property should be a vacant
building; therefore, he objected to the vacant building fee.
Ms. Moermond stated that the building was vacant, the fee was due, and she recommended
approving the assessment.

Mr. Yannarelly stated that a category 1 commercial vacant building which file was opened on July
30, 2008 with the business formerly being Sojourner's Cafe. He noted that there had been three
extensions of time granted on payment of the vacant building fee in order for the owner to obtain
the C of O: August 7, 2009 — a 60 day waiver; October 8, 2004 — another 60 day waiver; and
December 8, 2009 — a 30 day waiver. To date, the property still did not have a current C of O. The
vacant building fee was in the total amount of $1,070.
Chik Chikles appeazed and stated that the church, Calvazy Chapel, owned the coffee shop. He said
the intent was to remodel the coffee shop within six months which now had turned into three and
one-half years. He said they did have active building permits and had focused on opening the
coffee shop first and then working on the apartment upstairs. They then decided ta complete the
repairs to the entire building and had active building permits. He acknowledged that they had been
given extensions on the vacant building fee so they could complete the work and had a plumber
scheduled to do work at the property the following Monday. He believed the building should not be
in the vacant building program as the church did not have the money and claimed that they were
"framed" which he believed had been because he had missed an inspection appointment.
Mr. Essling stated that according to STAMP, there was a complaint that work was being done
without a permit which is likely why it was referred to the Vacant Building Program. He said that
there were active permits which had been kept open from 2607.
Ms. Moermond stated that the building was a vacant building, extensions had been granted on
paying the fee to get the work done and the work still bad not been completed. She recommended
approving the assessment.

WHEREAS, Mr. Ryan Vernosh received his bachelor's degree from the University of Wisconsm and his Master's Degree from
the Universiry of Samt Thomas and be�an his teaching career in Madisoq WI; and
WHEREAS, Mr. Vemosh has tau�ht with Saint Paul Pu6lic Schools since 2�04 beginning at Jackson Preparatory Magnet
Elementary before moving to his current position in 2006 as a sixth grade teacher in gender specific programming at Maxfield
Magnet ElemenYary School; and
WHEREAS, Maxfield Magnet Elementary is located within the old Rondo neighborhood, an area comprised of a highly diverse
population. As Maxfield works to improve the overall performance for the entire student body, Mr.Vernosh has worked
tirelessly with his students to address the achievement gap and improve their experie�ce of social justice; and
WHEREAS, through daily activities such as communiry building, sharing, and the morning chant "We Are Some6od}�', Mr.
Vemosh continues to i�spire the eighteen brilliant young men he teaches wiYh the philosophy that "all students can and will
learn no matter the circumstance. Students living in poverty, students with exceptional needs, students from historically
disenfranchised populaYions, all can and will succeed in my classroom°; and
WHEREAS, because of his dedicatioq tenaciry, and drive to better the lives of the students he teaches, Mr. Vernosh has been
chosen as 2010 Min�esota Teacher of the Year by Educaaion Minnesola with input from students, parents, colleagues and
community members. Mr. Vernosh is the second teacher ever from Saint Paul Public Schools to be givzn the prestigious award
and he will go on to represent Minnesota in the running for National Teacher of the Year 20I 1 while continumg to use the honor
to further discussion about the achievement gap; and
W HEREAS, people like Mr. Vernosh are shining examples of what makes the Ciry of Saint Paul and Ward 1 a great place; now
THEREFORE BE IT RESOLVED that the Saint Paul City Council does hereby proudly and publicly acknowledge the great
work and outstanding achievement of Mr. Ryan Vernosh; and
BE IT FINALLY RESOLVED that the Saint Pau] Ciry Council affirms the aforementio�ed pride by proclaiming Mr. Ryan
Vemosh to be a good will ambassador for the City of Saint Paul and proclaims Wednesday, May 19, 2010 to be forevermore
known in the Ciry of Saint Pau] as
