Dear Sir:
This is in the matter of the petition of the First State Hank of St. Paul
to re-zone from "B" residence to "Commercial", lot 19 except the portion
lying 125' east of.Payne avenue and all of lots 20, 21 and 22 in block 14,
Arlington Hills Addition. This property is located adjacent to the north
ide of Jenks commencing at a point 125' east of Payne avenue and extend-
ing eas er y
This petition to re-zone the property is occasioned by the applicant's
plans to construct a new bank building on the site with customer parking
at the rear or easterly portion of the site. The applicant's plans filed
April 20, 1956 show the details of this proposed development.
In order to carry out the applicant's plans which are also described in a
letter to the City Council under date of March 15,1956, it will also be
necessary to change the building line along Jenks from Payne avenue east
to a distance of 109' so as to permit the applicants to construct a build-
ing on this site set back approximately 12' from Jenks. There will be a
portico or over-hanging portion of the second floor which will extend out
to the street-line or property line of Jenks. Therefore, it is necessary
to establish the building line for this portion of the site as being that
of the street line.
The re-zoning, if granted, would permit the use of the property to the
rear or east of the proposed building or bank location for parking pur-
poses. The applicants' plans have been reviewed by the Zoning Board and
Cj when this re-zoning question haae been settled they will proceed to obtain
a Special Use Permit for the parking lot itself. The Zoning Board feels
that this entire development is one which will be of substantial benefit in
this community and finds no objection to the applicant's proposal to re-
zone or to the proposed new building line from the standpoint of adjacent
land use or traffic.
In consideration of these factors, the Zoning Board recommends that the
re-zoning petition affecting the proposed parking lot and the building
line change affecting the site of the proposed bank building be granted.
